ISSUE St. Vincent de Paul has requested that the City allow use of the "Memorial STATEMENT: Building" at 765 A Street for an emergency warming shelter for the next winter season only. SEDA acquired the property at 765 A Street in 2021 for redevelopment purposes, and therefore use of the property for a warming center will require SEDA to lease property to the City on a short-term basis only. The City may then sublease to SVdP for an Egan Warming Center. The short-term lease acknowledges future redevelopment use of the site, originally scheduled for 2022, now planned for 2023. ATTACHMENTS: Attachment 1 — Letter re Egan Warming Center request to use Memorial Building DISCUSSION/ The property at 765 A Street was purchased by SEDA from Willamalane Parks and FINANCIAL Recreation District for redevelopment. The site previously served as a temporary IMPACT: emergency shelter in 2019-2020 through City intergovernmental agreement with Willamalane and 2020-2021 and 2021-2022 through agreements with SEDA. According to City ordinance (SMC 8.000-8.012), governmental buildings may serve as indoor temporary emergency shelters. As currently contemplated, SEDA and the City would execute a lease agreement with initial term of six months, with the option to extend for a maximum of one year. The City may then sublease the building to St. Vincent de Paul for the operation of an emergency warming shelter (Egan Warming Center). Operations, maintenance, and security will be collectively managed between City staff and St. Vincent de Paul, with little to no direct involvement by SEDA. This maximum lease term is critical to not impacting the broader community and agency goals of Downtown redevelopment. Under state statutes that regulate urban renewal agencies (ORS 457.230 and other related sections of state law), SEDA- owned property is intended to be "developed, redeveloped, cleared, conserved or rehabilitated" for a purpose that furthers the Downtown Urban Renewal Plan. Emergency warming shelter is not currently consistent with the Plan, and therefore must be limited to a short-term lease that will not materially impact SEDA's ability to use the property for redevelopment according to the Plan. fit. St. Vincent de Paul Society of Lane County requests City of Springfield assistance in procuring use of the Memorial Building (765 A Street) for Egan Warming Center this winter, November 2022 through no later than April 30, 2023. If available, the Memorial Building will serve as our primary and likely only emergency winter shelter in Springfield. Use of the building has literally saved lives. We are most grateful for the opportunity to use the Memorial Building one more time as we seek long-term options for the future.
