HomeMy WebLinkAboutItem 01- Glenwood RenewalAGENDA ITEM SUMMARY Meeting Date: Meeting Type: Department: Staff Contact: 10/24/2022 Regular Meeting CAO Kristina Kraaz, CAO SPRINGFIELD ECONOMIC Staff Phone No: 541-744-4062 DEVELOPMENT AGENCY Estimated Time: 10 Minutes ITEM TITLE: GLENWOOD URBAN RENEWAL PLAN AMENDMENT ACTION Adopt/Not adopt the following Resolution: REQUESTED: A RESOLUTION AMENDING THE GLENWOOD URBAN RENEWAL PLAN FOR REAL PROPERTY ACQUISITION ISSUE The SEDA Board is requested to adopt a resolution amending Section 700.0 of the STATEMENT: Glenwood Urban Renewal Plan as specified within Section 900.0 of the Plan. The amendment is intended to formally recognize and acknowledge SEDA's future acquisition of specific properties within the Glenwood urban renewal area, for inclusion in the upcoming Glenwood Riverfront Master Plan. ATTACHMENTS: Attachment 1: Proposed Resolution, including Exhibit A map of properties. DISCUSSION/ The Glenwood Urban Renewal Plan requires amendment for any acquisition of FINANCIAL property for purposes outlined in Section 700.A of the Plan, including assembly of IMPACT: land for development by the public or private agencies. Amendments to the plan may be completed while in varying stages of negotiation or in anticipation of future acquisition. {00021701:1} This resolution to amend the Glenwood Urban Renewal Plan includes six parcels that SEDA is in negotiations to acquire, including three properties that SEDA is currently under contract to purchase. If purchased by SEDA, these properties would be included in SEDA's forthcoming Master Plan of the Glenwood Riverfront area. The future Master Plan area also includes additional properties owned by SEDA and the City, Homes for Good (Lane County's housing authority), and two sets of private owners. The City Council will be asked to ratify the amendments subsequent to SEDA approval. SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY (SEDA) RESOLUTION NO. A RESOLUTION AMENDING THE GLENWOOD URBAN RENEWAL PLAN FOR REAL PROPERTY ACQUISITION WHEREAS, the Glenwood Urban Renewal Plan was approved by voters on November 2, 2004 and accepted by the SEDA on November 15, 2004 by Resolution 2004-02; WHEREAS, The Glenwood Urban Renewal Plan (the "Plan") authorizes SEDA to acquire real property to achieve the Plan's objectives subject to sections 600.D, 700, 800 and 900 of the Plan; WHEREAS, Section 700.A.1 of the Plan requires City Council ratification as well as SEDA approval, both as described in Section 900.0 of the Plan, for SEDA acquisition for assembling land for development by the public or private sector; WHEREAS, Section 700.0 of the Plan requires that properties to be acquired be identified in the Plan and a map exhibit, attached and incorporated to the resolution as Exhibit A, showing the properties be shown as an official part of the Plan; WHEREAS, SEDA has previously adopted Resolutions 2016-06, 2018-03, and 2021-06 amending the plan to identify properties intended for acquisition; and WHEREAS, SEDA may acquire additional land in Glenwood shown in Exhibit A, for development by the public or private sector, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF SEDA, AN URBAN RENEWAL AGENCY OF THE CITY OF SPRINGFIELD, AS FOLLOWS: Section 1: The Glenwood Urban Renewal Plan section 700.0 and the map exhibit in Part Two are amended to add the following properties for acquisition by SEDA: A. Map 17-03-34-42, Tax Lot 00200 B. Map 17-03-34-42, Tax Lot 00300 C. Map 17-03-34-42, Tax Lot 00400 D. Map 17-03-34-42, Tax Lot 01200 E. Map 17-03-34-42, Tax Lot 01300 F. Map 17-03-34-42, Tax Lot 01400 Section 2: This Resolution will take effect immediately upon adoption. ADOPTED by the Board of the Springfield Urban Renewal Agency, an Urban Renewal Agency of the City of Springfield this 24th day of October, 2022, by a vote of for and against.
