Dear Shanice
This letter is in response to a request for planning and zoning information on the above stated
property (1950 2"4 Street. I find no address of 169 S Street). The zoning for these three parcels is
High Density Residential (HDR). The Eugene -Springfield Metro Area General Plan and the Q
Street Refingment Plan designations are also HDR.
The zoning surrounding the property is HDR and Public Land and Open Space to the north
across "S" Street, Community Commercial to the South, HDR to the east across 2nd Street and
Light Medium Industrial/Community Commercial Mixed Use to the west across Pioneer
Parkway.
The site is not within an Overlay District. There is a wetland shown on the northwest side of the
development.
This development was approved by Site Plan Review (Journal Number 96-12-249). A copy of
this Site Plan Review Staff Report and Notice of Decision is attached.
The apartments are listed as a permitted use in the HDR zone. Since the time the apartments
were constructed the density range for the HDR zone has changed from 20-30 units per
developable acre to 28 to 42 units per net acre.
To my knowledge no variances, special permits, ordinances or condition (other than what is
listed in the Site Plan Review decision) have been granted for the subject property.
In the event of casualty, in whole or in part, the structures located on the subject property may be
rebuilt in its current from as specified in Springfield Development Code 5.8-120 and 5.8-130.
I find no record of open or unresolved violations of the zoning code or building code on our
system.
Building Certificates of Occupancy are not available however enclosed is a record of Final
Building Inspection on the apartment complex.
