The vacancies are the result of two positions that expire on October 1, 2022. Two Commissioners have terms that expire in February 2023. Council could make appointments for one or both of those positions or conduct another recruitment this fall. ISSUE Five (5) candidates have applied for the vacancies for the positions held by Sophie STATEMENT: McGinley and Andrew Landen, each of whom resigned in July. Commissioner Michael Koivula's second term expires February 4', 2023. Commissioner Kuri Gill's first term expires February 5, 2023, and she is not seeking to serve a second term. ATTACHMENTS: 1. Devin Marche -Duncan DISCUSSION/ The City received five (5) applications during an eight-week recruitment process. FINANCIAL IMPACT: The Springfield Planning Commission is a seven -member volunteer Commission appointed by the City Council. The members serve four-year terms that are staggered to avoid more than two positions expiring at the same time. Positions are "at -large", and do not represent specific geographic areas. Of the seven members, two may live outside the city limits (but within the Urban Growth Boundary) and two may be involved in the Real Estate profession. At present, Commissioner Bergen is the only Commissioner involved in the Real Estate profession; all Commission members currently reside within the city limits. The new four-year terms for the two currently vacant positions will have expiration dates of October 2nd, 2026. The new terms for the two positions expiring on February 4th and 5th, 2023 (Koivula & Gill, respectively) would expire in February 2027. The Council is scheduled to appoint the new Commissioners at the Regular Session of Monday, October 3rd, 2022. If the Council decides to conduct another recruitment this fall, Council will make additional appointments in the New Year. I bring to the Springfield Planning Commission five years of combined experience in Oregon land use planning, economic development, and policy analysis. I am a dedicated public servant who has served four Oregon cities, two counties and two state agencies in both paid and volunteer roles. I hold two years of professional experience administering Oregon's planning program in Marion County and Lane County, Oregon. I am currently a broadband project coordinator for Business Oregon, which is the State of Oregon's economic development agency. 2. What specific contribution do you hope to make? I hold a Master of Community and Regional Planning from the University of Oregon, where my academic research focused on current challenges facing affordable housing in Oregon. I believe my academic experience researching Oregon housing policies would aid the Springfield Planning Commission in assessing the impacts of legislation on Springfield Development Code. My experience as an Oregon land use planner would also aid the Planning Commission in addressing land use proposals, amending development code, evaluating comprehensive plan amendments, and communicating with the public. 3. The Springfield City Council appointed me to the Community Development Advisory Committee (CDAC) in December 2021. As a CDAC member, I assist in recommending funding allocations for projects within affordable housing developments and low-income neighborhoods in Springfield. The Silverton City Council appointed me to the Environmental Management Committee in 2020. As a past committee member, I helped develop policy recommendations that were presented to the City Council to promote recycling, waste reduction and improved downtown health. 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? As a public servant, I serve all members of the public and provide them with the resource knowledge to build and engage in sustainable, livable communities. As a Springfield Planning Commission member, I would strive to address challenges facing public and environmental health, housing affordability, transportation planning, and responsible land use planning. I want to be a Springfield Planning Commission member to ensure the needs of current and future Springfield citizens are addressed and improved where possible. 5.
