CITY COUNCIL
ITEM TITLE: RATIFICATION OF CONTRACT WITH SERVICE EMPLOYEES
INTERNATIONAL UNION (SEIU)
ACTION Authorize City Manager to sign ratified collective bargaining agreement with SEIU.
REQUESTED:
ISSUE Staff has concluded negotiations with SEIU for a three-year successor labor
STATEMENT: contract spanning July 1, 2022 — July 30, 2025. The current contract with this
bargaining unit expired on June 30, 2022.
ATTACHMENTS: None at this time. Draft contract available in Human Resources.
DISCUSSION/ The City and SEIU 503 reached a tentative contract settlement. The membership is
FINANCIAL anticipating a ratification vote later this month. SEIU is the largest union at the
IMPACT: City with roughly 100 members. The proposed contract is a 3 -year agreement that
includes both economic and non -economic changes. The new successor contract is
within Council guidance and the main provisions are summarized below:
Wages:
Year One (FY 2023): 0% wage adjustment
Year Two (FY 2024): 0% wage adjustment
Year Three (FY 2025): Implementation of market study that moves
employees to the nearest step that provides at least a 3% increase, estimated
to be around $374,000
The addition of Juneteenth as a recognized holiday:
• Year One (FY 2023): $32,876
• Year Two (FY 2024): $33,713
• Year Three (FY 2025): $35,595
Language Modifications:
• Changed how an employee is compensated when they must work on a City
holiday and are unable to flex their schedule during the week.
• Set a timeline for the expiration of the City's voluntary Sick Leave Reserve
program as a result of the state's new paid family leave law that takes effect
in 2023.
• Added a timeline for requesting vacation time in excess of 5 or more days.
• Added a letter of agreement (LOA) regarding the continuation of Telework.
• Added the process for employees to request a pay grade change.
• Changed the grievance process to allow employees to skip the informal
grievance process for matters related to written discipline.
