Final Site Plan Review Application Process
1. Applicant Submits a Final Site Plan Review Application to the Development Services
Department
The application must conform to the Final Site Plan Review Submittal Requirements
Checklist on page 4 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required Items listed in the Final Site Plan Review Submittal
Requirements Checklist have been submitted.
Applications missing required Items will not be accepted for submittal.
2. City Staff Conduct Detailed Completeness Check
Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
An application Is not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
Incomplete applications, as well as insufficlent or unclear data, will delay the
application review process and may result in denial.
3. City staff Review the Application & Issues Final Approval
This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
Decisions address all the applicable approval criteria and/or development standards.
Applications may be approved, approved with conditions, or denied.
The City malls the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
The decision issued is the final decision of the City and may not be appealed.
4. City Drafts a Development Agreement
Applicant and City sign Development Agreement
Final Site Plan and Development Agreement become null and void If construction
has not begun within two years of signing the Development Agreement.
5� City Conducts Final Site Inspection
City authorizes provision of public facilities and services and Issues Certificate of
Occupancy

CONDITION OF APPROVAL RESPONSE LETTER
The applicant, Springfield Utility Board, received approval of its Tentative Site Plan Review application
(Case No. 811-22-000131-TYP2) on July 27, 2022, It contained five (5) Conditions of Approval. Outlined
below, you will find the applicant's response to each of those Conditions.
1. The Final Site Plan must provide for extension of the South 66th Place curbside sidewalk from its
current terminus at the pump station driveway southward to a connection with the existing curb ramp
at Jessica Drive.
The plan set has been revised to include a curbside sidewalk from the referenced pump station
driveway to the existing curb ramp at Jessica Drive. See Plan Set.
2, The Final Site Plan must provide for installation of street trees along the South 66th Place and
Jessica Drive frontages of the site. The street trEies must be approved species found in Appendix 6A
of the City's EDSPM
Street Trees from the approved species list found in Appendix A of the City's EDSPM have been
added to the project. They are located along South 66th Place from the pump station driveway
southward around the corner and along Jessica Drive frontage. See Plan Set.
3. Prior to approval of the Final Site Plan, the applicant must execute and record a deed restriction
document for Tax Lots 302, 6000, 6100, 6200, 6400 and 6500 to legally combine the six component
lots into a single property. The deed restriction document must foreclude the transfer of any individual
lot in the absence of the other five consolidated lots.
This has been done. See Exhibit 1 —Deed Restriction.
4. Prior to approval of the Final Site Plan, the applicant must obtain a Hillside Development Permit for
the project as initiated by File 61 1-22-000132-TYP2.
The applicant received approval of its Hillside Development Overlay application on August 16, 2022.
5. Prior to issuance of any City permits for initiation of construction, and prior to initiating any free
removal activity on the site, the applicant must obtain approval for a Tree Felling Permit as initiated by
File 811-22-000133-TYP2.
The applicant received approval of its Tree Felling Permit application on July 27, 2022.
