The site is at 639 190 Street, Springfield Oregon (Map and Tax Lot 17-03-36-12-12600). Status of the Application: The application is incomplete and requires additional information for review. The Springfield Development Code requires that submittal requirements of SDC 5.4-105 be fully met prior to application acceptance for review. The items listed below are needed to make the application complete for review: 1. All utility lines must be shown must be shown on the plan including distances from existing and proposed structures. Alt easements associated with these lines must be shown on the plan. The apphcanf is showing anew lateral to connect to the 6" sewer line to the east of the proposed ADD location. This is a lateral connection to provide service to existing homes to the north of 639 191 Street and cannot be used for connection. The applicant shall show the ADU being connected to one ofthe existing laterals to the 15" hunk line running east to west. The applicant shall provide a stormwater plan to accommodate runoff on the site. There is no existing piped public system with direct connection to this property. The public system consists ofweepholes to the street and the nearest inlet to the underground storm system is approximately 130' and this gutter capacity is shared with all other existing homes in the neighborhood. The gutter has limited capacity and any additional runoff from this lot is required to be mitigated on site as much as possible for all new impervious area on site. The applicant must provide a small site study drainage report that includes onsite mitigation measures, usually done through infiltration. The type of onsite stormwater management system will need to meet the requirements of that type of facility for size, construction and vegetation per the City of Eugene Stormwater Management Manual. If infiltration is not possible on this lot due to soil conditions this will need to be verified by an onsite infiltration test as defined in the Eugene Stormwater Management Manual. Preparing these may save time during the building permit review: • The soils on this site are Hydric and will require a Geotechnical report prior to fust inspections. • Energy measures identified on Page 3 of the plans are out-of-date and reference the 2017 ORSC. A current version of the energy measures for 2021 ORSC needs to be submitted with plans. NI 101.1.2 • Whole-hguse ventilation system needs to be reflected on the plans.
