Council is encouraged to take this opportunity to provide feedback and ask questions. In the discussion, EWEB is looking for guidance on the following three questions: 1) What actions should EWEB take to facilitate a long-term partnership with the City of Springfield on this project? 2) If the project is acceptable to the City, will the City support construction of the plant on the preferred property (Tax Lot 700)? 3) How would the Council like to be involved in the project as the permitting and land use procedures are navigated? ISSUE EWEB is interested in constructing a Willamette River Water Treatment Plant in STATEMENT: Glenwood to improve the resiliency and redundancy of the drinking water supply system which will also provide regional benefits. The potential project requires various land use actions and EWEB acknowledges that its success is dependent upon partnership with the City of Springfield. Guidance is needed to ensure EWEB takes the correct actions to garner this support and be a good neighbor within Glenwood. ATTACHMENTS: 1. Potential project map and renderings DISCUSSION/ Resiliency and redundancy are common themes amongst most water suppliers FINANCIAL today. In the Pacific Northwest, drinking water utilities are concerned about the IMPACT: ability to serve our communities following the Cascadia Subduction Zone earthquake, persistent drought conditions in the western states, impacts of climate change and increased water demands due to forecasted population growth. Utilities in the Southern Willamette Valley, including EWEB, Springfield Utility Board (SUB), Rainbow Water District (RWD) and others, are no exception. Regionally, EWEB worked with our neighboring utilities, SUB and RWD, to establish interties between our systems to share water in times of need be it during an emergency or for operational reasons. These interties have been in place in some fashion for decades with the most recent agreement between the three utilities signed in 2007. Efforts are on-going to update this agreement and staff from all three utilities are meeting regularly to test the interties and discuss potential improvements. EWEB, SUB and RWD are also part of the Oregon Water/Wastewater Agency Response Network which enables mutual aid for utilities across the state. With EWEB having the larger demand and the higher capacity, we stand ready to assist whenever called upon. With the proposed plant, EWEB's water system becomes much more resilient enhancing our ability to help others in the region. EWEB's collaboration efforts go beyond just the interties, however. In the McKenzie watershed, we are continuing to invest and work with partners to restore the watershed following the 2020 Holiday Farm Wildfire. Other efforts in the McKenzie watershed include real time water quality monitoring, camp cleanup, and septic programs. These efforts benefit all downstream utilities and communities as well as the residents within the watershed. EWEB has had a presence within the City of Springfield since the 1930s when a water treatment plant located in Eugene was supplied with McKenzie River water. In the 1940s/50s, EWEB constructed its Hayden Bridge Filtration Plant off Marcola Road and the transmission pipelines to Eugene. These pipelines were originally constructed through farmland which has slowly been developed into residential neighborhoods and commercial areas. During this development and even through our work maintaining and strengthening our infrastructure within Springfield, we have always strived to be a good neighbor. We have worked with Willamalane to develop pedestrian paths along our pipelines and have always worked well with the city on the permitting of our work. At our Hayden Bridge Filtration Plant, where tours are given to approximately 700 students a year from all areas, our water quality lab provides emergency lab services to SUB, RWD and others as needed. For nearly 90 years, the community of Eugene has relied on the McKenzie River as our only source of drinking water. EWEB is the largest municipal water utility in Oregon with only one drinking water source. Given the vulnerabilities facing EWEB and the industry, we believe developing a second source is a critical step towards mitigation. To date, our resiliency and redundancy efforts have included upgrading and strengthening our McKenzie River Treatment plant as well as our reservoirs and transmission pipelines. In the event of loss or disruption to our source, water plant and/or distribution system, we established emergency water stations using groundwater as a source. The proposed Willamette River Water Treatment Plant will be our largest resiliency effort to date and is a vital step to ensuring continued service to our community. With the proposed Willamette River Treatment Plant, it is EWEB's intent to continue being a good partner with Springfield as well as Glenwood. With a source on the Willamette, our source water protection efforts would be extended to the Willamette watersheds. These efforts again will benefit all downstream utilities and communities. EWEB's current efforts on a Willamette River Treatment plant began around 2012 and through 2016 we worked with Springfield staff to identify the various land use planning approvals needed for the project. These include amendments to the Glenwood Refinement Plan and the Springfield Development Code. An amendment to the Eugene -Springfield Area Public Facilities and Services Plan (PFSP) is also required which is underway with staff involvement from the Cities of Springfield and Eugene as well as EWEB and SUB. Since 2016, EWEB continued to focus on other resiliency efforts, however, recently EWEB collaborated with SUB and acquired an option to purchase a different property for the plant. This was completed to potentially alleviate the City of Springfield's concerns over utility presence in Glenwood. With respect to next steps, EWEB anticipates the following: 1) Understand the interests of stakeholders and partners; City of Springfield, SUB, RWD, etc. 2) Working with the City of Springfield, select the appropriate location for the water treatment plant. 3) Complete the amendments to the PFSP to show the project and related facilities. 4) Concurrently, schedule and hold a development issues meeting for the project to confirm the various land use actions and permits required. 5) Navigate the land use and permitting processes to allow design and construction to proceed. The attachment includes a map showing the proposed project location along with the alternative properties available for the Water Treatment Plant. In addition, preliminary renderings of the completed water treatment plant located at the preferred location are included.
