ITEM TITLE: POLICE LEVY BALLOT TITLE RESOLUTION
ACTION Conduct a public hearing and adopt/not adopt the following resolution:
REQUESTED:
A RESOLUTION REFERRING TO THE VOTERS OF THE CITY A BALLOT
MEASURE AUTHORIZING A FIVE-YEAR LOCAL OPTION LEVY FOR JAIL
AND POLICE SERVICES IN THE AMOUNT OF $1.40 PER $1,000 ASSESSED
VALUE BEGINNING FISCAL YEAR 2023/24
ISSUE
STATEMENT: The current special operating levy for jail and police services expires as of June 30,
2023. At the work session on June 06, Council directed staff to prepare a resolution
with accompanying ballot title for a public hearing at the June 201h Council
meeting.
The resolution would authorize the placing on the November 2022 ballot a request
for the continuation of a 5 -year special operating levy for jail and police services at
a rate of $1.40 per thousand. If successful, the $1.40 rate would allow the City to
continue to provide the same level of services that is currently being provided by
the special operating levy that was passed in November of 2017.

DISCUSSION/ In a work session on June Oh, 2022, staff provided Council an option to renew the
FINANCIAL special operation local police levy. Council directed staff to move forward with the
IMPACT: rate of $1.40 per thousand. This rate is estimated to provide the same service level
as the current levy rate.

A RESOLUTION REFERRING TO THE VOTERS OF THE CITY A BALLOT MEASURE
AUTHORIZING A FIVE-YEAR LOCAL OPTION LEVY FOR JAIL AND POLICE SERVICES IN THE
AMOUNT OF $1.40 PER $1,000 ASSESSED VALUE BEGINNING FISCAL YEAR 2023/24
WHEREAS, the City is a municipality organized and existing and pursuant to the laws of the State of
Oregon and the 2001 Springfield Charter of the City (the "Charter");
WHEREAS, one of the goals of the Common Council of the City of Springfield is to provide financially
responsible and innovative government services;
WHEREAS, the voters of the City of Springfield previously approved a local option levy at the rate of
$1.40 per $1,000 for Jail and Police Services for a period of five fiscal years beginning July 1, 2018 and
expiring June 30, 2023;
WHEREAS, the current $1.40 levy funds 41.30 FTE in the Springfield Police Department, the entire jail
operation, and portions of the Municipal Court and Prosecutors office;
WHEREAS, in a work session on June 6, 2020, the Council was presented an option for renewing the
existing local option levy and directed staff to proceed with the renewal rate of $1.40 per $1,000
assessed value to maintain current funding levels; and
WHEREAS, the Council has determined to proceed with referring to the voters of the City of
Springfield a ballot measure to authorize a local option levy for fire and life safety services at a rate of
$1.40 per $1,000 assessed value for five years beginning with the fiscal year that starts July 1, 2023,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD:
Section 1: The Council hereby refers to the voters of the City of Springfield at the General
Election on November 8, 2020 a measure authorizing a local option levy for jail and police services, at a
rate of $1.40 per $1,000 of assessed value for five years beginning Fiscal Year 2023/24.
Section 2: The Council hereby adopts and certifies the Ballot Title for this measure as
attached in Exhibit A.
Section 3: The City Recorder, as the Chief Elections Officer of the City, is directed to submit
to the County Clerk for Lane County, Oregon, a statement of the ballot measure, a certified copy of this
Resolution and the Ballot Title, and all other necessary information so that this measure may appear on
the ballot for the November 8, 2020 General Election.
Section 4: The City Manager, the City Recorder, the City Finance Director, and the City
Attorney, and each of them individually, are hereby authorized and directed to prepare and file an
explanatory statement for this measure, and to take such other action as is necessary or appropriate to
carry out the purposes and intent of this Resolution in compliance with the applicable provisions of law.

Section 5: This Resolution will take effect immediately upon adoption by the Council and
approval by the Mayor.

CITY OF SPRINGFIELD
BALLOT MEASURE XX -XX
Caption: RENEWS S -YEAR LOCAL OPTION LEVY FOR JAIL & POLICE SERVICES
Question: Shall Springfield levy $1.40 per $1,000 assessed valuation for five years beginning
2023/24 for Springfield jail operations and police services? This measure renews
current local option taxes.
Summary: The current levy for public safety services, which expires June 30, 2023, funds
Springfield's municipal jail, police, support personnel and municipal court operations.
Approving this $1.40 five-year levy would renew funding for the municipal jail and police
and community services.
The Springfield Municipal Jail opened in 2010 and provides space for pre -sentenced and
sentenced defendants of misdemeanor crimes. Since 2009, the number of property
crimes has decreased 52%. During the last 5 years of operation, the jail maintained an
average population of 41 inmates per day. This levy would continue to provide all
required funding for jail operations including required medical and mental health
services.
Police services provided by the current levy include uniformed officers, community
service officers, dispatchers, and record clerks. The current levy has resulted in
improved response times for both emergency and nonemergency police calls.
In the levy's first year, a typical Springfield homeowner with an assessed value of
$170,000 (not market value) would pay $238.00. Total estimated cost for a typical
homeowner over five -years of the levy is $1,190.
The proposed rate will raise approximately $7,008,717 in 2023/24, $7,231,429 in
2024/25, $7,460,822 in 2025/26, $7,697,097in 2026/27, and $7,940,459 in 2027/28, for
a total of $37,338,524.
