ITEM TITLE: FIRE/EMS SERVICES CONTRACT RENEWAL — SPRINGFIELD UTILITY
BOARD
ACTION Authorize the City Manager to sign the fourth contract amendment for fire hydrant
REQUESTED: testing and maintenance with Springfield Utility Board to extend the contract July
1, 2022 through June 30, 2023.
ISSUE The SUB Fire Hydrant Maintenance intergovernmental agreement — C 1729 contract
STATEMENT: will expire on June 30, 2022.
ATTACHMENTS: Attachment 1: Fourth Amendment for Fire Hydrant Testing and Maintenance
DISCUSSION/ Fire & Life Safety (FLS) requests to continue in an intergovernmental agreement
FINANCIAL with Springfield Utility Board (SUB) for fire hydrant testing and maintenance. SUB
IMPACT: is responsible for the quality of water sourced by fire hydrants and their operability.
FLS is responsible for informing SUB when maintenance is needed. The proposed
amendment is the fourth extension for the current agreement. No payments are
exchanged for services.

The Parties hereby agree that the Intergovernmental Agreement dated October 4, 2016 the City
of Springfield (City) and Springfield Utility Board (SUB), as amended by the First Amendment
dated July 1, 2019, Second Amendment dated July 1, 2020, and Third Amendment dated
September 1, 2021, is hereby amended for the fourth time as follows:
3. Contract Duration. This Agreement shall commence on date of signing and shall
continue until June 30, 2023 unless extended, modified, or terminated as provided herein.
Except as amended herein, all other terms and conditions of the Independent Contractor
Agreement between Parties and dated October 4, 2016, as amended, will remain in full force and
effect.
