Site Plan Review Application Process
1. Applicant Submits a Site Plan Review Application for Pre -Submittal
• The application must conform to the Site Plan Review Submittal Requirements
Checklist on pages 4-7 of this application packet.
• A pre -submittal meeting to discuss completeness is mandatory, and pre -submittal
meetings are conducted every Tuesday and Friday, from 10:00 am - noon.
• Planning Division staff strives to conduct pre -submittal meetings within five to seven
working days of receiving an application.
2. Applicant and the City Conduct the Pre -Submittal Meeting
• The applicant, owner, and design team are strongly encouraged to attend the pre -
submittal meeting.
• The meeting is held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division and is scheduled for 30 to 60 minutes.
The Planner provides the applicant with a Pre -Submittal Checklist specifying the items
required to make the application complete if it is not already complete, and the
applicant has 160 days submit a complete application to the City.
3. Applicant Submits a Complete Application, City Staff Review the Application and
Issue a Decision
• A complete application must conform to the Site Plan Review Submittal Requirements
Checklist on pages 4-7 of this application packet.
• A Type II decision, made after public notice, but without a public hearing, unless
appealed, is issued within 120 days of submittal of a complete application.
• Mailed notice is provided to property owners and occupants within 300 feet of the
property being reviewed and to any applicable neighborhood association. In addition,
the applicant must post one sign, provided by the City, on the subject property.
• There is a 14 -day public comment period, starting on the date notice is mailed.
• Applications are distributed to the Development Review Committee, and their
comments are incorporated into a decision that addresses all applicable approval
criteria and/or development standards, as well as any written comments from those
given notice.
• Applications may be approved, approved with conditions, or denied.
• At the applicant's request, the Planner can provide a copy of the draft land use decision
prior to issuing the final land use decision.
• The City mails the applicant and any party of standing a copy of the decision, which is
effective on the day it is mailed.
• The decision issued is the final decision of the City but may be appealed within 15
calendar days to the Planning Commission or Hearings Official.

Application Fee - refer to the Development Code Fee Schedule for the appropriate fee

REQUIRED STORMWATER SCOPING SHEET USE POLICY:
In October 2003, Springfield Public Works released a trial "stonnwater scoping sheet," provided to help
engineers and developers meet stormwater requirements in the Springfield Development Code (SDC) and
Engineering Design Standards and Procedures Manual (EDSPM). After a five month trial period, it became
apparent that users of the scoping sheet submitted much more complete applications than non-users. An added
bonus was a decrease in the overall review time spent on the applications, resulting in quicker notice of
decisions.
As a result of the benefits of the scoping sheets, the City has decided to make their use a mandatory process.
Current city policy is that the use of stormwater scoping sheets is required for all applications which require
development review. All applications submitted to the City shall provide a copy of a completed stormwater
scoping sheet with the application packet. Attached with this letter is the latest version of the scoping sheet,
which reflects changes requested by the development community.
PLEASE NOTE: SUBMITTED APPLICATIONS WILL NOW BE REQUIRED TO SUBMIT A
COMPLETED STORMWATER SCOPING SHEET, STORMWATER STUDY AND PLANS IN

Zoning:
The site is within the City of Springfield's Urban Growth boundary in an R-3 District and per Metro Plan
Designation, zoned as HDR (High Density Residential).
Per SDC 4.7-125 Child Care Facilities:
The proposed use (Child Care) is permitted for this zone and will meet the Children's Services Division
(CDS) regulations.
A 6 feet high sight -obscuring fence is surrounding all outdoor play areas.
A 10 feet minimum landscape front yard setback is designated for the site.
Site Access:
An existing driveway from 5^ Street (East side of property) will be removed and replaced with sidewalk
and curb/gutter per City of Springfield standards (Standard Drawing 3-7 and 3-12).
Proposed 4 foot sidewalk connecting the street sidewalk to the existing accessible route to the building
entrance.
Vehicular access to the site is via an existing shared access easement (Lane County Records No. 2015-
037172). The access easement is an asphalt paved vehicular path running the length of the South
property line.
There are two driveways from this easement onto the site; one on the far East side (East driveway) and
one midway through the site (West driveway). These two driveways will be used to access the newly
designated off-street parking facilities (outlined below).
Off -Street Parking Facilities:

Relocation of an existing floor -mounted triple loop bicycle rack will provide space for 3 short-term bicycle
parking on the West parking area with walkways to building entrances. The bicycle rack is located directly
adjacent to a gated entrance into the child play area.
One wall -mounted bicycle rack will be located under the existing covered patio area to the South of the
existing building. This covered patio area is located within the enclosed fence surrounding the child play
area and served by an exterior wall -mounted light at the side door to the building.

Site lighting:
Existing wall -mounted lighting provides illumination for the immediate area around the building. Existing
lighting on the front of the building serves the east parking area. A new pole -mounted (10' pole) back-to-
back LED site light fixture will be installed to provide lighting for the west parking area. See attached
lighting data sheet.
Utility Infrastructure:
The project site is served by adequate public utilities.
No changes proposed.
Stormwater Management:
No Stonnwater management requirements per Clayton McEachern (Springfield Public Works).
Changes to site include a REDUCTION of impervious paving.
A 545 SF section of the existing driveway and existing gravel parking space will be removed as part of the
site work, replaced with pervious landscaping (grass to match existing adjacent). The existing stormwater
drain will remain and used as an overflow for water that does not sheet -infiltrate into the new pervious
landscaping. Drain grille to be replaced with atrium grate.
Floodplain:
The property is not in a flood plain area.
Wetlands:
The property is not within identified areas of the Springfield Local and National Wetland Inventory Map.
Drinking Water Protection (DWP):
The property is located along the 1-5 year Time Of Travel Zone (TOTZ) according to the Springfield
Wellhead Protection Area Map. No hazardous material storage is planned for the property beyond
standard cleaning supplies. DWP exemption application has been filed with SUB.
Irrigation:
No irrigation system is present on the site. Existing landscaping (lawn and trees) is irrigated manually with
hose bibb.
Fire Protection:
The existing building does not require automatic fire sprinkler systems per Code. Emergency vehicle
access is available along the South property line, with access to all sides ofthe building within
dimensional limits. The site is served by an existing fire hydrant, located 31'-6" north ofthe Northeast
corner of the property.
Building Height:
The restriction on building height in the HDR zone is 35 feet. The existing height of the building is less
than 20'-0". No changes proposed.

Pre -certification visit conducted by JB and CP with owner CM. We discussed plans to expand both bathrooms and to create
a separate infant/toddler space. The remodeling of the infanthoddler bathroom should allow for supervision of changing area
from main classroom space and easy access to the hand washing sink. In order to meet capacity goals, you may convert
some current office space into usable preschool space. We also talked about the increased standard of supervision required
for CC versus CF; taking down some walls and/or adding mirrors will help ensure full visibility and supervision of all spaces.
We also discussed:
-if you are going to have children under 1 year in with children over 24 months you will need to apply for an exception; must
have designated space for non-mobile infants available
-the infant/toddler window exit must be 5 square feet; current window opening is just under required size
-if infanWtoddlers and preschool are together on the playground the entire group must follow the ratio for the youngest child;
not necessary if age groups have separate spaces
-staff who have worked as Assistant 2's for over one year can use that experience as teacher qualification
-infant teacher must have qualifying experience with infanWyoung toddlers

Based on our preliminary measurements, intended uses of existing space, and your stated plan for remodeling, we

Bowl and Sprayhead are type 304 stainless steel with satin finish. Bowl is 38" wide, and has an integral
backsplash and spayhead. Heavy-duty S -clips securely anchor the backsplash to the wall. Spayhead is
15" diameter x 5-1/4" high.
Standard Housing is black vinylclad, galvanized steel panels on both sides and a type 304 stainless steel panel
with satin finish on the front side. Base is also stainless steel.
ES Series feature a contoured 16 gage, type 304 stainless steel pedestal housing with satin finish. One piece
housing and Flush mounted access cover allow for easier installation and servicing of unit.
ADA Compliance. Units conform to ANSI, UFAS and ADA requirements for accessibility. Compliance is subject to
the interpretation and requirements of the local code authority.
Soap/Toiletry Tray on top of spayhead is standard. There are additional self -draining, air -circulating soap
dishes on each side of the bowl.
Sectional Control is standard. One pushbutton or sensor actuates one station.
Hand Pushbuttons (suffix option -H) operate metering non -hold open Air -Control Valves and can be field set for
Flow ranging from 5 to 60 seconds. Pushbutton requires less than 5 pounds of force to activate valve.
Electronic Sensor Operation (suffix option -SO) includes individual solenoid valves activated by infrared
sensors. A low voltage transformer is provided.
Foot Pushbuttons are not available on these models.
Spay Nozzles are vandal -resistant and provide a concentrated 0.5 GPM spay at each station.
Hot & Cold Supplies are blended in an ASSE 1070 compliant temperature/pressure balancing mixing valve with
integral checks and strainers. A minimum of 30 PSI supply pressure is required.
Waste Connection is a 1-1/2" OD x 4" tailpiece.
GUIDE SPECIFICATION
Provide and install Acorn ADA Compliant Washfountain(specify model number and options) factory pre -
assembled, with individual sectional control. Bowl shall a 14 gage stainless steel and shall have an integral
backsplash. Spayhead shall be 18 gage stainless steel. Spay nozzles shall be vandal -resistant type with 0.5 GPM
Flow controls. Provide self -draining, air -circulating type soap/toiletry tray on top of spayhead, and soap dish on
each side of bowl. On -Floor and Off -Floor Models shall have backsplash and housing framework anchored to wall.
The wall shall be structurally reinforced to support the fixture. Standard base On -Floor Models shall have
additional Floor anchoring. Provide an ASSE 1070 compliant temperature/pressure balancing mixing valve with
integral checks and strainers in H & C supply and field set water temperature at 105 degrees Fahrenheit. When
hand operated non -hold open metering valves are specified, timing cycle shall be field set for approximately
