Applicant Submits a Final Site Plan Review Application to the Development Services Department The application must conform to the Final Site Plan Review Submittal Requirements Checklist on page 4 of this application packet. Planning Division staff screen the submittal at the front counter to determine whether all required items listed in the Final Site Plan Review Submittal Requirements Checklist have been submitted. Applications missing required items will not be accepted for submittal 2. City Staff Conduct Detailed Completeness Check • Planning Division staff conducts a detailed completeness check within 30 days of submittal. • The assigned Planner notifies the applicant in writing regarding the completeness of the application. • An application is not be deemed technically complete until all information necessary to evaluate the proposed development, its impacts, and its compliance with the provisions of the Springfield Development Code and other applicable codes and statutes have been provided. • Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. 3. City Staff Review the Application & Issues Final Approval • This is a Type I decision and thus is made without public notice and without a public hearing since there are clear and objective approval criteria and/or development standards that do not require the use of discretion. • Decisions address all the applicable approval criteria and/or development standards. The applicant must retain a private professional civil engineer to design the site improvements and all public improvements in conformance with City codes, this decision, and the current Engineering Design Standards and Procedures Manual (EDSPM) pursuant to SDC 5.17425.8 and SDC 4.1-110.8. The private civil engineer is required to provide construction inspection services. A&O Engineering has been retained to design the site improvements and all public improvements. 2. The applicant must work with and obtain approval from the City's Public Works Department during the Public Improvement Permit (PIP) process in accordance with SDC 4.1-110.A and B for all public improvements. Prior to Final Site Plan approval, the applicant must provide evidence that the PIP is completed, approved, and bonded. PIP bonding documents wen: submitted to the City on 51912022. 3. Prior to Final Site Plan approval, the applicant must remove the existing utility plan and show the new electrical transformer and system to serve the proposed dwelling units. See C2.2. 4. Pursuant to SDC 4.3-120, as part of utility provider coordination, the applicant must install electric meters to provide service to each dwelling unit in the proposed residential buildings. This will be verified during the building and site inspection processes. See C2.2. 5. The applicant must place new utility lines underground and provide screening from any utility vaultsitmnsformers/connections along the 5th Street frontage. Prior to Final Site Plan approval. the applicant must identify if and where screening is needed and what kind of screening will be used. Screening must conform to the standards in SDC 4.4-110. B. See C2.2, L101 and 1-102- 6. The applicant must connect to the public sanitary sewersystem using the City's Public Improvement Permit (PIP) Process and is required to obtain an encroachment permit m accordance with SDC 4.3-105.A. An encroachment permit will be obtained prior to the commencement of work. 7. Pnor to approval of the Final Site Plan, the applicant must provide an Operations and Maintenance plan to the City for review, to ensure the long -tern maintenance and operation of the proposed stonnwater management facilities and treatment areas. The plan must designate maintenance responsibility for operating and maintaining the system and must be distributed to all property owners and tenants of the site pursuant to SDC 4.3-110.8. See attached Operations and Maintenance plan. 8. The applicant lists the plants for the proposed stormwater facilities on Sheet L101 (Landscape Plan). This sheet and information listed must be submitted to the City along with the applicant's Operation and Maintenance plan to the City. Page 24 of 26 See LA701 and 1-102. 9. The proposed infiltration plantersystems and rain gardens must be fully installed and fully functioning for stormwater management mitigation prior to issuance of Certificate of Occupancy for the proposed buildings. The system must be inspected and approved by the City prior to building occupancy issuance. The proposed infiltration planter systems and rain gardens will be fully installed and fully functioning for stormwater management mitigation. 10. The applicant must remove the existing nonconforming driveway entrance and replace it with a contorting driveway entrance. Prior to Final Site Plan approval, the applicant must include notes on the removal of the existing driveway and construction of the new driveway entrance on the Final Site Plan set. See C2.1. 11. All fire apparatus access routes are to be paved all-weather surfaces able to support an 80,000 -Ib. imposed load in accordance with the 2019 Springfield Fire Code (SFC) 503.2.3 and SFC Appendix D102.1. The applicant must meet fire access road standards and must be tested to obtain occupancy certificates after the construction phase. See C2.1, Paving Notes #9 12. The applicant must extend and construct the public sanitary sewer system located in the public 5th Street right-of-way as shown on the Utility Plan (Sheet C-2.2) using the City's Public Improvement Permit (PIP) process prior to Final Site Plan approval. The PIP will include the connection to the public sanitary sewer system. As part of the PIP, the driveway must be reconstructed to meet ADA standards and City standards for a commercial driveway. The Final Plan must note these requirements as a condition of approval See C2.1, Paving Notes #7 13. The applicant must contact SUB Water Division's Backflow Prevention Specialist at (541) 726-2396 to discuss the backflow prevention and fire protection service requirements. Backflow and fire protection has been coordinated with SUB Water. 14. The developer must install all public utilities in the public ROW or a suitable easement and coordinate their placement with other utility providers and site features such as driveways, sidewalk, and curb ramps to minimize disruption or compromise required design features. All utility locations must be shown on the Final Site Plan and coordinated using the City of Springfield's Public Improvement Permit process in accordance with SOC 4.3-120. See C2.2. 15. Prior to Final Site Plan approval, the applicant must dedicate a sewer easement of at least 10' in width over the proposed wastewater line in the shared driveway. This must be shown and noted on Sheet C-2.2 (Utility Plan). See C2.2. 16. The applicant must provide documentation of all new recorded Easements and Dedications with Lane County before Final Site Plan approval and building permit issuance as per SDC 4.3-140.A. Easements and Dedications have been submitted for approval to the City prior to recording with lane County. 17. Prior to Final Site Plan approval, the applicant shall depict the locations of Springfield Wellhead Protection Area signs to be posted at the trash enclosures and the vegetated stormwatermanagement facilities serving the development site in accordance with SDC 3.3-200. See A002 and C2.0. 18. The property, owner or Meir designee is responsible for ongoing and perpetual maintenance of the private smanwater facilities on the site to ensure they function as designed and intended, and to ensure protection of groundwater resources. Annual maintenance records must be kept by the property owner or their designee and provided to the City for review upon reasonable request— normally within five business days. The property owner will maintain the private stormwater facilities. 19. In accordance with the City's EDSPM Section 3.00, groundwaterprotection must be observed during construction on the site. The applicant must maintain the private smrmwaterfacilities on the site to ensure the continued protection of surface water and groundwater resources. See C2.0 Stormwater Notes #11. END Notice of Operations and Maintenance Agreement Private Stormwater Management and Treatment System The undersigned owner(s), is hereby given notice that stormwater runoff from the "Property" described below requires stormwater management facilities to be located, designed, and constructed in compliance with the City of Springfield's Engineering Design and Procedures Manual Said facilities shall be operated and maintained in accordance with the Operations and Maintenance Agreement (O&M Agreement) on file with the City of Springfield, Development mid Public Works Department. (Property Owner/Developer) acknowledges and agrees to maintain private stormwater treatment facilities listed in this document. Rain Gardens can be used to help fulfill a site's required landscaping area requirement and should be integrated into the overall site design. Numerous design variations of shape and planting scheme can be used to fit the character of a site. The reservoir basin shall infiltrate stormwater within 24 hours. All facility components and vegetation shall be inspected for proper operations and structural stability, at a minimum, quarterly for the first 2 years from the date of installation, 2 times per year thereafter, and within 48 hours after each major storm event Training and/or Written Guidance information for operating and maintaining vegetated infiltration basins shall be provided to all property owners and tenants. A copy of the 0 & M Plan shall be provided to all property owners and tenants. Inspection Logs shall be kept by the facility owner demonstrating the following items have been inspected and are being maintained properly: • Access to Rain Gardens shall be safe and efficient. Obstacles preventing maintenance personnel and/or equipment access to the components of the facility shall be removed. • Debris and Litter shall be removed to prevent channelization, clogging, and interference with plant growth. Fallen leaves and debris from deciduous plant foliage shall be raked and removed. • Erosion Damage shall be identified and controlled when native soil is exposed or erosion channels are forming. • Grassed Rain Gardens shall be mowed to 4"-9" high and grass clippings shall be removed no less than 2 times per year. • Infiltrating Rain Gardens shall be excavated and cleaned, and gravel or soil shall be replaced to correct low infiltration rates. • Inlets shall be cleared when conveyance capacity is plugged to ensure unrestricted stormwater flow to the rain garden. • Mulch shall be replenished as needed to ensure healthy plant growth. • Nuisance and Prohibited Vegetation from the Eugene Plant List (such as blackberries and English Ivy) shall be removed when discovered. Invasive vegetation contributing up to 25% of vegetation of all species shall be removed and replaced. • Outlets shall be cleared when 50% of the conveyance capacity is plugged. • Overflows shall be cleared when 25% of the conveyance capacity is plugged. Stormwater Management Manual 4-19 Eugene 2014 • Rocks or Other Armoring shall be replaced when only one layer of rock exists above native soil. • Sedimentation build-up near or exceeding 2" in depth shall be hand -removed with minimum damage to vegetation using proper erosion control measures. Sediment shall be removed if it is more than 4 inches thick or so thick as to damage or kill vegetation. • Slopes shalt be stabilized using appropriate measures when native soil is exposed. • Vegetation shall be healthy and dense enough to provide filtering while protecting underlying soils from erosion. Dead vegetation shall be removed to maintain less than 10% of area coverage or when vegetative filter function is impaired. Vegetation shall be replaced immediately to control erosion where soils are exposed and within 3 months to maintain cover density. Spill Prevention Measures shall be exercised on site when handling substances that contaminate stormwater. Releases of pollutants shall be corrected as soon as identified. Non -Chemical Pest Control measures shall be taken to prevent development of insects, mosquitoes, and rodents. Stormwater Planters can be used to help fulfill a site's required landscaping area requirement and should be integrated into the overall site design.
