RESOLUTION NO. ___________
RESOLUTION ADOPTING AMENDMENTS TO
THE COUNCIL OPERATING POLICIES AND PROCEDURES
WHEREAS, Chapter IV, Section 12 of the Springfield Charter provides that the Council shall approve
and maintain operation procedures and policies annually;
WHEREAS, Section 10.1.2 of the Springfield City Council Operating Policies and Procedures provides
that the Council may amend their operating policies and procedures at a Council meeting with a two-
thirds vote of the Councilors present at the meeting provided there is prior notice of the proposed
changes;
WHEREAS, the provisions in Sections 3 and 7 relating to attendance and public participation must be
amended to reflect changes in Oregon public meetings law regarding requirements related to providing
a virtual format for public meetings;
WHEREAS, the provisions in Section 7 about security are amended to provide the City Manager more
flexibility in providing security at Council meetings;
WHEREAS, Section 8.5 addresses the laws the Council must review and observe and it is amended to
include public official ethics and nondiscrimination laws;
WHEREAS, Section 2.3 is added to incorporate a process for filling Council vacancies; and
WHEREAS, minor amendments to Sections 3.4.2 and 3.7 are made to comply with updated statutory
language about Council meeting access for persons with disabilities and including Business from the
City Manager and City Attorney to the Council Meeting Order of Business;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD:
Section 1: The Springfield City Council Operating Policies and Procedures are amended to
reflect the changes included in Attachment 2 of the June 6, 2022, Agenda Item Summary and the
change approved in Section 8.7 at the June 6, 2022 regular session.
Section 2: This Resolution will take effect upon adoption by the Council.
