Applicant Submits a Final Site Plan Review Application to the Development Services Department The application must conform to the Fina/ Site Plan Review Submittal Requirements Checklist on page 4 of this application packet. Planning Division staff screen the submittal at the front counter to determine whether all required items listed in the Final Site Plan Review Submittal Requirements Checklist have been submitted. Applications missing required items will not be accepted for submittal 2. City Staff Conduct Detailed Completeness Check • Planning Division staff conducts a detailed completeness check within 30 days of submittal. • The assigned Planner notifies the applicant in writing regarding the completeness of the application. • An application is not be deemed technically complete until all information necessary to evaluate the proposed development, its impacts, and its compliance with the provisions of the Springfield Development Code and other applicable codes and statutes have been provided. • Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. 3. City Staff Review the Application & Issues Final Approval • This is a Type I decision and thus is made without public notice and without a public hearing since there are clear and objective approval criteria and/or development standards that do not require the use of discretion. • Decisions address all the applicable approval criteria and/or development standards. • Applications may be approved, approved with conditions, or denied. • The City mails the applicant and any party of standing a copy of the decision, which is effective on the day it is mailed. • The decision issued is the final decision of the City and may not be appealed. 4. City Drafts a Development Agreement Applicant and City sign Development Agreement Final Site Plan and Development Agreement become null and void if construction has not begun within two years of signing the Development Agreement. Bbategy Memo: SWE Engineers Final Site Plan Report Conditions of Approval From: Peter King, Architect To: Melissa Carino, Senior Planner, City of Springfield We have reviewed the conditions of approval for the System West Engineers Exterior Repairs and Recladding staff report and decision issued 2022-06-02. The conditions of approval and the responses from the owner are noted below. 1. The applicant must retain a private professional civil engineer to design the site infrastructure improvements for utility service and all public improvements (i.e., sidewalks, driveways) in conformance with City codes, this decision, and the current Engineering Design Standards and Procedures Manual (EDSPM) pursuant to SDC 5.17-125.13 and SDC 4.1-110.13. The private professional civil engineer is also required to work with City staff and utility providers on the design process as well as provide construction inspection services for these improvements as a condition of approval a. The recladding and repair project does not include any improvement to site utility services. The applicant has revised the Final Site Plan to note: "ALL PUBLIC IMPROVEMENTS TO BE IN CONFORMANCE WITH CITY CODES AND THE CURRENT ENGINEERING DESIGN STANDARDS AND PROCEDURES MANUAL (EDSPM) PURSUANT TO SDC 5.17-125.6 AND SDC 4.1-110.13." 2. The applicant must place any new utility lines underground and provide screening from utility vaults/transformers/connections along the street frontages of both 'A' Street and 7th Street. Prior to Final Site Inspection approval, the applicant must identify if and where additional screening is needed and what kind of screening will be used. Screening must follow the standards in SDC 4.4-110. B a. The proposed site improvements do not include any new utility lines or vaults. The applicant will identify locations that require additional screening prior to Final Site Inspection. 3. Prior to approval of the Final Site Plan, the applicant must provide an Operations and Maintenance plan to the City for review to ensure the long-term maintenance and operation ofthe stormwater catch basin filter required forthe storm drain located in the parking lot. The plan must designate maintenance responsibility for operating and maintaining the stormwater management pre-treatment facility and must be distributed to all property owners and tenants of the site pursuant to SDC 4.3-110.13. Additionally, a Notice of Operations & Maintenance Agreement (NOMA) must also be recorded with Lane County prior to Final Site Plan approval. Page 1 of 2 a. On June 2, 2022, City staff determined that stormwater quality measures are not applicable to the scope of this project, especially since the total impervious area is decreasing. This condition of approval is now waived by the City. 4. Prior to Final Site Inspection approval, the applicant must repair all existing cracked sidewalk panels fronting the property and any panels that may be damaged during the construction phase of this proposal in accordance with SDC 4.2-135. a. The applicant will repair cracked sidewalk panels. The Final Site plan identifies a specific damaged section that will be repaired. Any sidewalk damaged during construction will be repaired. 5. Prior to Final Site Plan approval, the applicant must note the TOTZ for the 'Q' Street Drinking Water Wellhead on the Final Site Plan set. a. The TOTZ diagrams have been included on the Final Site Plan. 6. The property owner or their designee is responsible for ongoing and perpetual maintenance of the private stormwater facility (i.e., catch basin) on the site to ensure theyfunction as designed and intended, and to ensure protection of groundwater resources. Annual maintenance records must be kept by the property owner or their designee and provided to the City for review upon reasonable request — normally within five business days. a. On June 2, 2022, City staff determined that stormwater quality measures are not applicable to the scope of this project, especially since the total impervious area is decreasing.
