Lane Forest Products (LFP) in Springfield is located at 820 421d Street (Tax Map 17-02-32-
22, Tax Lots 1400, 1500, 1600). The 6.64 -acre site supports LFP's retail, material storage,
and recycling operations, including a small sales office and a 9,240 square foot dry
storage building. The site is bounded by Industrial Avenue to the north and 42^1 Street
to the east. Vehicle access to both adjacent streets is currently provided. The property
is zoned Heavy Industrial.
The subject project proposes the following:
Construction of a sales office (1,560 square feet) and installation of underground
utilities to serve the office.
• Reconfiguration of the site's internal circulation, which includes the opening of the
previously approved access drive on Industrial Avenue just east of the existing
access drive.
• New paving (approximately 6,000 square feet) and better organized parking spaces
within the northwest portion of the property.
The new impervious area totals approximately 7,560 square feet. Consistent with SDC
5.15-110A, the application is for an MDS Minor since the site is zoned Heavy Industrial,
has new impervious area of less than 10,000 square feet and is not within 50 feet of LDR
zoning or designation. A site plan detailing the proposed improvements has been
provided with this application. Per SDC 5.15-110A2, compliance with SDC5.15-120A-H
is discussed below.
It is also noted that a MDS application (MDS TYP115-00030) was approved for the site in
2015 to allow a new one-way driveway on Industrial Avenue and MDS application (MDS
TYP118-000250) was approved for the site in 2018 to for 49,590 sq. ft. of new paving
and sales office roof area (sales office was not constructed),
SDC 5.15-120 SDC Standards Applicable to MDS Approval
A. A 5 -foot -wide landscaped planter strip, including street trees, with
approved irrigation or approved drought resistant plants as specified in

Sections 4.4-100 and 4.2-140 shall be installed between the sidewalk and
parking areas or buildings.*
B. Trash receptacles shall be screened, covered and connected to the sanitary
system in accordance with the Engineering Design Standards Manual as
applicable. All outdoor storage areas shall be screened by a structure or
enclosure permanently affixed to the ground as specified in Section 4.4-
110.*
A trash receptacle is not being proposed as there is already one onsite.
C Bicycle parking spaces shall be added to meet the numerical standards for
the appropriate use or upgraded to meet the standards specified in
Sections 4.6-140, 4.6-145 and 4.6-155. *
"Industrial and Wholesale" requires 0.25 spaces per employee or 1 bicycle space per
4,000 square feet of floor area or 4 spaces per principal use, whichever is greater. Of
the required spaces, 75% must be long-term and 25% short-term spaces. The proposed
sales office is approximately 1,560 square feet; therefore 4 spaces are required. 3 long-
term and 1 short-term. These will be located next to the proposed sales office under a
pre-engineered cover.
D. Parking and circulation areas shall be provided. Paving, striping and
wheel stops shall be installed as specified in Sections 4.6-100 and 4.6-120.
Required paving and other impervious surfaces on the site shall comply
with on-site stormwater management standards as specified in Section 4.3-
110.
EXCEPTION., In cases where the number of vehicular parking spaces cannot be
met due to lot/parcel size or physical constraint, the Director, in consultation with
the Public Works Director, may reduce the standard without a Minor Variance if a
finding is made that the reduction will not have an adverse impact on public
safety.
"Warehouse commercial sales" requires 1 space per 600 feet of gross floor area. with
1,560 square feet of new sales office space, 3 paved/striped spaces are required. The
site plan indicates the proposed location for 8 new parking spaces including an ADA
space with striped van unloading area.
E. Access from the proposed development area to the public right-of-way
shall comply with Section 4.2-120.
This application does not propose new access to the public right-of-way. The access
shown at the northeastern corner of the property was approved under MDS TYP115-
00030.

E Concrete sidewalks shall be installed where the proposed development
area abuts a curb and gutter street as specified in Section 4.2-135.
Industrial Avenue includes setback sidewalks along the property's frontage. 42^' Street
does not have curb and gutter and the site is separated by a large. drainage channel.
G. Streetlights required to serve the development area shall be installed as
specified in Section 4.2-145.
Industrial Avenue supports existing street lights.
H. The development- area shall connect to public utilities as specified in
Sections 4.3-105, 4.3-110, 4.3-120, 4.3-125 and 4.3-130 and comply with
the Springfield Building Safety Codes, where applicable. Easements may be
required as specified in Subsection 4.3-140.
New private utility connections for sewer, water, electricity and communications are
proposed to serve the new sales office building. These private utilities will be connected
to the existing utilities that extend to the PUE just south of Tax Lot 1500's southern
property line. These same utilities have also been extended to the west for future use.

The subject project proposes the following:

• Reconfiguration of the site's internal circulation, which includes the opening of the
previously approved access drive on Industrial Avenue just east of the existing
access drive.
• New paving (approximately 6,000 square feet) and better organized parking spaces
within the northwest portion of the property.
The Hammer Subdivision was designed with a multicell pond system for stormwater
detention for the entire subdivision. The proposed new impervious area totals
approximately 7,560 square feet. The total runoff from the site and adjacent Industrial
Avenue will increase by 0.20 cfs for the City's 25 -year event design depth. It is Branch
Engineering's professional judgement that the pond system is capable of
accommodating the minor increase in runoff that the proposed additions will create.
Paving the existing gravel area will improve water quality of the runoff by reducing the
amount of sediment entering the system. The existing onsite sedimentation basin and
bioswale treatment system will treat the existing conditions runoff and the minor
increase of additional runoff of 0.03 cis for the proposed additions for the city's water
quality event design depth.
