WRITTEN STATEMENT
In accordance with Tree Felling Permit submittal requirements, this written statement describes the
proposed development and demonstrates that the proposal complies with the standards and criteria
contained in SDC 5.19-105 through SDC 5.19-125. The proposal is submitted concurrently with a Site
Plan Review application and a Hillside Development Overlay District application. We request that these
applications be processed concurrently.

existing reservoir site is threefold. One,
to continue serving as a water storage
reservoir site; two, the construction of a
new, second water storage reservoir,

Regarding tree felling, there are trees on all tax lots which are included in the Tree Felling
Permit. There are a few scattered trees on Tax Lots 302 and 6000 through 6500, the site of
the proposed To level reservoir. Impacts per tax lot are as follows:

II. THE SITE AND EXISTING CONDITIONS
A. Development Site
The 3'd Level Reservoir site is located at South 661h Place and Jessica Drive in the Thurston Hills
of Springfield. The reservoir site is partially forested and is approximately 3.58 acres in size.
Access is by way of a graveled drive (part of an existing variable width access and utility
easement) extending from South 661h Place. Abutting the site to the north, south and east is
unimproved land which is planned and zoned for low density residential development. The 3'd
Level Reservoir is inside Springfield city limits.
B. Planning Context

Local long-range land use is governed by the
Eugene -Springfield Metropolitan Area General
Plan (Metro Plan), often supplemented with a
more specific refinement plan and/or
neighborhood plan, followed by site-specific
zoning. Further, zoning can sometimes be
comprised of base and overlay zoning.
For the reservoir site, the Metro Plan
designation is Low Density Residential, there is
no applicable neighborhood plan, and the base
zoning is Low Density Residential.

2. Transportation.
a. TransPlan.
The metro area adopted transportation plan, The Eugene -Springfield Transportation
System Plan (TransPlan) includes one project in the vicinity of the subject property —
Project 36, a future collector connecting Straub Parkway to the west to the general
vicinity of the south side of MountainGate Master Plan area.

c. Public Transit.
There is no public transit service in the vicinity of the reservoir
site.
3. Utilities.
a. Storrnwater and Wastewater.
The Springfield Stormwater Facilities Master Plan shows the property as being within the
Weyerhaeuser Basin. The Master Plan identifies no capital improvement projects in the
vicinity of the project. The site has both stormwater and sanitary infrastructure adjacent to
the property in both South 661 Place and Jessica Drive.

and utility easement exists on
the SUB reservoir site. The
easement (Lane County Deeds
and Records 2007-020544) is for
a water line and private access
and private utilities. There is also
a 10 -foot -wide public utility
easement along the east side of
South 66th Place and the north
side of Jessica Drive abutting the
reservoir site.
4. Natural Resources.
a. Springfield Natural Resources Study.
The Springfield Natural Resource Study Report does not identify any resources on or
near the site that would be impacted by the proposed development.
b. Springfield Wetland Inventory / Water Quality Limited Watercourses (WQLW).
Neither the National Wetlands Inventory nor the Local Wetlands Inventory document the
presence of jurisdictional wetlands on or adjacent to the subject property. Springfield's
Water Quality Limited Watercourses inventory also documents that there are no WQLW
features on or adjacent to the subject property.
c. Geotechnical Stability.
A geotechnical evaluation has been performed for the 41h Level Reservoir site. The report
lists construction, site preparation, and foundation design recommendations.
5. Parks and Open Space.
a. Willamalane Park and Recreation Comprehensive Plan.
The Willamalane Comprehensive Plan includes three projects within the vicinity of the
reservoir project.
Project 3.8. Pursue acquisition and development
of natural area parks and trail systems along the
Thurston Hills ridgeline south of Potato Hill and
towards the Jasper-Natron area. (Completed. See
Project 4.10.)
Project 3.10. Identified in the MountainGate
Master Plan, develop a 90 -acre natural area park
and trail system on top of Potato Hill.
Project 4.10. Acquisition and development of a
ridgeline trail in the south Thurston Hills area.
(Property has since been acquired. The portion
immediately southeast of the reservoir site has
been identified by Willamalane as a Community
Forest. Development of a trail system is underway.)

III. TREE FELLING -STANDARDS, CRITERIA AND FINDINGS
This section is presented in the same order of applicable requirements found in Section 5.19-125,
Tree Felling Permit Criteria of the Springfield Development Code. Applicable sections of the code are
in bold italics, followed by proposed findings in normal text.
The location, species, and size of the trees proposed for removal are shown on the enclosed Tree
Felling Plan. The removal will be completed by a contractor licensed to do the work using accepted
site clearing and tree felling techniques and procedures. On-site supervision will be present at the
time of removal to ensure that no damage to surrounding properties occurs.
5.19-125 Criteria
The director, in consultation with the Public Works Director and the Fire Chief shall approve,
approve with conditions or deny the request based on the following criteria:
A. Whether the conditions of the trees with respect to disease, hazardous or unsafe
conditions, danger of falling, proximity to existing structures or proposed construction, or
interference with utility services or pedestrian or vehicular traffic safety warrants the
proposed felling.
Response: The requested tree felling is necessary as the form and function of the 3rd Level
Reservoir cannot co -exist with trees when the trees would be within the footprint of the reservoir.
Trees will be removed to facilitate installation and operation of the reservoir. Trees will be left
intact surrounding the reservoir site corridor and in the vicinity of the reservoir site because they
are not within the identified construction footprint, and do not pose an obstruction or potential
threat to ongoing operation of the facility.
B. Whether the proposed felling is consistent with State standards, Metro Plan policies and
City Ordinances and provisions affecting the environmental quality of the area, including
but not limited to, the protection of nearby trees and windbreaks; wildlife; erosion, soil
retention and stability, volume of surface runoff and water quality of streams; scenic
quality, and geological sites.
Response: The proposed felling is consistent with State standards, Metro Plan policies, and City
ordinances. Removal of the trees from the subject property should not have a long-term adverse
effect on the surrounding physical and visual environment because:
a) The proposed tree felling will retain intact stands of trees. Stands of trees minimize
windthrow as well as provide a visual buffer between the reservoir site and adjacent
residential property.
b) The area subject to tree removal will be revegetated, thereby providing for soil absorption
of rainfall and runoff.
c) The applicant is proposing to only remove trees that are within the reservoir
improvements area and where they would interfere with the long-term operation,
maintenance and safety of the facility.
Thus, the removal of trees will have minimal effect on erosion, soil retention, and stability. As
noted above, some 68% of the entire site will remain as is.
C. Whether it is necessary to remove trees in order to construct proposed improvements as
specified in an approved development plan, grading permits and construction drawings.

Response: It is necessary to remove trees to construct the proposed development. An
accompanying Site Plan Review application and plan set document tree removal as well as areas
of trees to remain.
D. In the event that no Development Plan has been approved by the City, felling of trees will
be permitted on a limited basis consistent with the preservation of the site's future
development potential as prescribed in the Metro Plan and City development regulations,
and consistent with the following criteria.
Response: The proposed tree felling area is not located in an area with natural drainageways and
no large-scale clear -cuts will occur on the site. The project site is within a future residential
neighborhood, so trees will be retained in areas where they will provide buffering and screening
for future residents.
E. Whether the applicant's proposed replanting of new trees or vegetation is an adequate
substitute for the trees to be felled.
Response: The proposed development setback areas should not be disturbed so setback
landscaping is satisfied with the existing vegetation. Interior to the reservoir site, there will be
some disturbed areas as the reservoir and associated improvements are constructed. These
areas will be planted with approved vegetation with grasses that are drought resistant and don't
need irrigation. The non -irrigated grasses and forbs will help to stabilize the hillside and prevent
erosion and sedimentation issues.
F. Whether slash left on the property poses significant fire hazard or liability to the City.
Response: All trees and slash will be removed from the site within 72 hours. Removal of the cut
trees, woody material and debris from the project area will reduce the fire hazard liability an the
site. No burning of the slash piles will occur; debris will instead be recycled at nearby wood
processing facilities.
G. Whether the felling is consistent with the guidelines specified in the Field Guide to Oregon
Forestry Practices Rules published by the State of Oregon, Department of Forestry, as
they apply to the northwest Oregon region.
Response: The proposed tree felling is consistent with the specified guidelines. The Oregon
Department of Forestry, through its Community and Urban Forestry program, advocates for
selecting appropriate tree species based on site conditions, avoiding invading exotic species, and
reforesting the urban environment. The project is designed and intended to accommodate major
public utility infrastructure by removing trees from the subject area. The affected properties are
zoned and designated for residential use and not for public open space or preservation. (The site
is included in the Public Facilities and Services Plan, so a discretionary use permit is not required,
and development is allowed.) For these reasons, the proposed tree removal does not rise to the
level of a regulated timber harvest or commercial logging operation and the activity is governed
by the applicable provisions of the Springfield Development Code. Therefore, the Oregon
Department of Forestry objectives have been met by this tree felling proposal.
H. Whether transportation of equipment to and equipment and trees from the site can be
accomplished without a major disturbance to nearby residents.
Response: Construction access to the site will be from South 66'^ Place and will pass through a
residential neighborhood. Public access is close to the local transportation network via Main
Street. The existing access driveway will also be used to access the project area. Tree felling
activities will take place between the hours of 8:00 AM and 5:00 PM, Monday through Friday, and

will be of limited duration. Therefore, transportation of equipment and trees from the site will be
accomplished without major disturbances to nearby property in compliance with this criterion.
IV. CONCLUSION
The above information represents known applicable planning, zoning and site development
requirements for the contemplated project. It presents known physical conditions and contexts. It
captures the project's primary development objective. Based on the information and findings
contained in this written statement, associated attachments and plan set, the proposed SUB Souht
Hills 31d Level Reservoir project meets the Tree Felling criteria of approval contained in the Springfield
Development Code. Therefore, the applicant requests that the City of Springfield approve the
proposal. Both the applicant and applicant's representative are available for questions. We look

Vegetation and Re -Vegetation Report
This report is presented as a supplement to a Tree Felling Permit application and Hillside Overlay District
Development application. Those two applications, along with a Site Plan Review application, are being
submitted for concurrent review and processing in support of the proposed reservoir pump station project.
Please refer to those applications, along with their written statements, attachments and plan sets to
gather a complete understanding of the proposal.
Vegetation
The overall reservoir site occupies six tax parcels.
The proposed reservoir site is located on tax lots
302 and 6500. The site development touches all
six tax lots. In terms of existing vegetation, the site
is inconsistently covered in a mixture of deciduous
and evergreen (primarily Douglas Fir) trees. A
limited number of trees will be removed in order to
construct the reservoir and associated site
improvements.

Re -Vegetation
A tree survey for the parcels has been conducted. This inventory can be found in the Tree Felling Plan.
Only those trees necessary to construct the reservoir improvements as well as several trees deemed as a
potential future hazard will be removed. As noted in the Tree Felling Permit Written Statement, there are
18 existing trees on the subject tax lots that will not be disturbed. Within the 1.06 acres of the site which
will be disturbed, 28 trees will be removed. Therefore, 40% of the entire site with remain as is.
Any areas of disturbance will be seeded with a mix of relatively low growing, drought tolerant grasses and
forbs — to minimize erosion, minimize stormwater runoff, provide an environment to foster restoration of
the forest floor and improve the appearance and natural function of the site. See Landscape Plan.
