ITEM TITLE:
ACCEPTANCE OF PROJECT P31065, MARCOLA MEADOWS 2B.
ACTION
REQUESTED:
Adopt or reject the following resolution:
A RESOLUTION ACCEPTING PUBLIC IMPROVEMENTS IN MARCOLA
MEADOWS PHASE 2B P31065 FOR FUTURE MAINTENANCE, EXCEPTING
A SEGMENT OF V STREET FROM 30TH PLACE TO 31sT STREET
ISSUE
STATEMENT:
The work on this project has been completed by the Developer, I & E Construction,
Inc. and their contractor Kipco Construction, LLC. The City Staff and Developer's
consulting Engineers AKS Engineering & Forestry, LLC have completed a final
inspection, paperwork, and approval. The project is now ready for the formal City
Council acceptance.

DISCUSSION/
The Marcola Meadows, 2B project consist of site work (within right-of-way),
FINANCIAL
striping, grading, installing pavement, sanitary and stormwater facilities,
IMPACT:
landscaping (groundcover) and Street Lights, required for the new subdivision.
All construction work has been paid for by the Developer I & E Construction and
constructed by Kipco Construction, LLC.
All work done under the permit project has been completed and inspected by the
City Engineer and has been found to be satisfactory. This project has no final
construction cost, as it was privately engineered, built, and financed. There is no
financial impact to the City other than the typical future maintenance
responsibilities for public infrastructure.

ACCEPTING PUBLIC IMPROVEMENTS IN MARCOLA MEADOWS PHASE 2B P31065
FOR FUTURE MAINTENANCE, EXCEPTING A SEGMENT OF V STREET FROM 30TH
PLACE TO 315' STREET
WHEREAS, work on the improvement described below has been fully completed and has been
duly inspected by the City Engineer of the City of Springfield: P31065, Marcola Meadows, 2B,
Public Improvement Project, with the sole exception of the segment of V Street beginning
immediately east of the intersection with 30th Place running west to and including the
intersection of V Street and 311t Street;
WHEREAS, said work, with the sole exception described above, was found to be in
conformance with the terms of the Public Improvement Permit and plans submitted by the
Engineer of Record and approved by the City Engineer;
WHEREAS, the work on the segment of V Street from 30th Place to 31St Street described herein
has been constructed to temporary standards, and is planned for full improvement during Phase
4 of the Marcola Meadows Master Plan, project #P31074, and the developer has provided the
City with financial security ensuring completion of V Street in Phase 4, and
WHEREAS, it is the recommendation of the City Engineer that this Public Improvement Project
be accepted and permanently included in the improvement maintenance program of the City of
Springfield, with the sole exception for V Street described above,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF
SPRINGFIELD:
Section 1: The Common Council of the City of Springfield does hereby accept for
future maintenance the above-described project and accepts said improvement from the
Developer involved, excepting the segment of V Street beginning immediately east of the
intersection with 30th Place running west to and including the intersection of V Street and 311t
Street.
Section 2: This Resolution will take effect upon adoption by the Council.
ADOPTED by the Common Council of the City of Springfield this 16th day of May 2022,
by a vote of for and against.
