REQUESTED: Approve or reject the following motion:
TO AWARD THE SUBJECT CONTRACT TO FLOOD DEFENSE GROUP IN
THE AMOUNT OF $182,782.48.
ISSUE
STATEMENT:
One bid was received for this procurement of goods. Contract award is now
necessary to enable the procurement to proceed.

NOAQ Boxwall is a lightweight, reusable, stackable flood barrier that can easily be

rapidly deployed and collected by a single person. The barrier allows immediate
redirects of water flow and protects up to the full height of the unit. Two heights are
available: 21 inches and 40 inches, which will provide the City with the ability to
rapidly raise the height of about 2,800 feet of the length of the 42nd Street Levee in
the event of a large flood, or to redirect or contain flowing water during smaller
floods, water main breaks, etc. Other types of temporary barriers available either
cannot provide the required protection height or require substantially more time,
effort, and materials to deploy and remove.
According to the manufacturer's website, there are three authorized sellers of
NOAQ Boxwalls in the United States. Invitations to Bid were sent to each of these
companies via email.
The following bid was received and opened on March 22, 2022:
Flood Defense Group $182,782.48
Flood Defense Group is the low bidder on this procurement. Funding for this
procurement is included in Fund 617, account 647005 Drainage Maintenance
Materials.
