RESPONSES TO CONDITIONS OF APPROVAL 811-21-000322-TYP2 Tentative Site Plan Review 1. Prior to Final Site Plan approval, the applicant must amend to proposal to show ADA sidewalk extending through driveway along 33rd Street and reconstruct the driveway as necessary to accommodate the new pedestrian sidewalk crossing. Response: Sidewalk has been extended through to the north end of the driveway; see sheet C1.10. 1. The applicant must construct these improvements using the City of Springfield's Public Improvement Permit (PIP) process. ADVISORY NOTE: It appears that this project will be able to use our alternative expanded encroachment permit far this project which is somewhat less rigorous than the current full PIP process. Response: This is understood. The public improvements will be constructed through the PIP process, which has already been started. 3. Prior to Final Site Plan approval, the applicant must show a minimum of 9 short-term bicycle parking space and 4 long-term bicycle parking spaces that meets the Facility Design standards of SDC 4.6-145. Response: See revised sheet C1.10 for ten (10) proposed short-term bicycle parking spaces. The long-term bicycle parking spaces are included in room number 109 Warehouse #1 on sheet A150. 811-21-000323-TYPI Drinking Water Protection 1. Final DWP approval shall be contingent on successful completion of any requirements issued by the Springfield Fire Marshall office and documentation of approval by Springfield Fire. Response: The project will comply with applicable standards, as will be confirmed through the permit process. The HMIS and HMMP shall be dated, updated annually, and provided to SUB and the City of Springfield upon request. Response: The Hazardous Materials Handling, Storage and Emergency Spill Response Training plan submitted by Les Schwab will be updated annually and shared with SUB and City of Springfield upon request. 3. Standard Springfield wellhead protection signs shall be posted at the exterior of the buildings in locations to be determined in consultation with Springfield Utility Board Drinking Water Protection. Response: The signs will be posted once provided by the Springfield Utility Board or City of Springfield. 4. The hazardous material storage areas shall be maintained to prevent leaks or spills of hazardous materials. All hazardous material containers shall be kept undercover. Response: The Hazardous Materials Handling, Storage and Emergency Spill Response Training plan submitted by Les Schwab demonstrates they will comply. 5. Spill kits shall be regularlymaintained,well-signed, and easily accessible. Response: The Hazardous Materials Handling, Storage and Emergency Spill Response Training plan submitted by Les Schwab demonstrates they will comply. 6. All vehicle work that involves the use or management off/uids shall take place inside the building interiors. Drip pans shall be placed underneath any potentially -leaking vehicles awaiting repair and leaks shall be adequately captured and prevented from reaching the ground surface. Containersstored outside shall be kept under cover and preventedfrom exposureto rain. All oil product or other hazardous material residue on the ground surface or in any uncovered outdoor area shall be cleaned up immediately. Prior to occupancy, an inspection is required to verify that the standards far and conditions of approval are being met and that the measures described in the HMMP are being followed at the facility. Applicant Submits a Final Site Plan Review Application to the Development Services Department The application must conform to the Fina/ Site Plan Review Submittal Requirements Checklist on page 4 of this application packet. Planning Division staff screen the submittal at the front counter to determine whether all required items listed in the Final Site Plan Review Submittal Requirements Checklist have been submitted. Applications missing required items will not be accepted for submittal 2. City Staff Conduct Detailed Completeness Check • Planning Division staff conducts a detailed completeness check within 30 days of submittal. • The assigned Planner notifies the applicant in writing regarding the completeness of the application. • An application is not be deemed technically complete until all information necessary to evaluate the proposed development, its impacts, and its compliance with the provisions of the Springfield Development Code and other applicable codes and statutes have been provided. • Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. 3. City Staff Review the Application & Issues Final Approval • This is a Type I decision and thus is made without public notice and without a public hearing since there are clear and objective approval criteria and/or development standards that do not require the use of discretion. • Decisions address all the applicable approval criteria and/or development standards. • Applications may be approved, approved with conditions, or denied. • The City mails the applicant and any party of standing a copy of the decision, which is effective on the day it is mailed. • The decision issued is the final decision of the City and may not be appealed. 4.
