DIM QUESTIONS
4145 JASPER ROAD

The site is located at 4145 Jasper Road (TM 18-02-05-23, TL 403). The property is
annexed into the City of Springfield and consists of approximately 0.93 acres. There is
an existing home on the property with an access connection on Jasper Road. The
property has approximately 83 -feet of frontage, and extends between 440- and 530 -feet
south to the edge of the City of Springfield's Urban Growth Boundary. Jasper Road is
fully developed along the site's frontage. It is the intent of the land owner to divide the
property through either the partition or subdivision process.
According to FEMA flood zone mapping system the entire property hes outside
of any flood zone hazards, but is adjacent (to the south) to the 500- and 100yearflood
zones.
The adjacent properties to the east and west are not within city limits, and also
do not meet current zoning density standards. The owner is balancing the pros and cons
of a partition versus subdivision and single-family housing versus middle housing. The
questions below are to help guide the project design.
1. If the land division does not meet density requirements based on placing a single-
family home on each property, can it fulfill density requirements if it has the
capacity to have multiplex style homes on each property
2. If the site has poor drainage and can't connect into the existing stormwater
system on Jasper Road, due to pipe invert elevation, would it be permitted to send
water to the 12" pipe or stream bed to the south (outside of the Urban Growth
Boundary)?
3. The existing sanitary sewer connection for the home on site connects to a sewer
lateral near the northeast property corner. The as builts for the lateral state it is
a 6" line, however the GIS mapping tool says it is an 8" line. If it is a 6" line, would
it be permitted to connect all the proposed properties to this line? If not, what
would be the requirements for connecting into the 27" main within Jasper Road?
4. A recorded plat (Filbert Meadows First Addition) located to the west of the site,
has a local road (Stellar Road) that ends at the easterly plat boundary. Is it

intended to extend this local road in the future? If so, would it impact the subject
property, and what would its future alignment look like?
S. Are there any red flags that the city sees with this plan that weren't addressed as
part of the questions above?
