Floodplain Overlay District Development Submittal Requirements Checklist
NOTE: If you feel an item does not apply, please state the reason why and attach the
explanation to this form.
❑ Submitted Concurrently with Site Plan Review, Minimum Development Standards, or
Residential Building Permit applications, where applicable
❑ Application Fee - refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development & Public
Works Department. The applicable application, technology, and postage fees are collected
at the time of complete application submittal.
Floodplain Development Application Form

❑ Narrative explaining the proposal and any additional information that may have a bearing
in etemining the action to be taken, including findings demonstrating compliance with
the Floodplain Overlay District Development Standards described in SDC 3.3-420.
NOTE: Before the Director can approve a Floodplain Overlay District Development
request, information submitted by the applicant must adequately support the request. All
of the Floodplain Overlay District Development Standards must be addressed by the
applicant. Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.

Floodplain Overlay District Development Application Process
1. Applicant Submits a Floodplain Overlay District Development Application to the
Development & Public Works Department
The application must conform to the Floodplain Overlay District Development
Submittal Requirements Checklist on page 4 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Floodplain Overlay District Development
Submittal Requirements Checklist have been submitted.
Applications missing required items will not be accepted for submittal
2. City Staff Conduct Detailed Completeness Check
• Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
An application is not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application and Issue a Decision
• This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
• Decisions address all the applicable approval criteria and/or development standards.
• Applications may be approved, approved with conditions, or denied.
• The City mails the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
• The decision issued is the final decision of the City and may not be appealed.

Narrative
We are proposing an 440 sq ft addition that will be built in accordance with all floodplain
requirements. To achieve this we will be place storm drains within a foot of flood plains per
code.
This building will be used as a shop only.

Good morning Mr. Donovan, rm inquiring about requirements for constructing an
addition to our residence at 2930 Daphne St I've discussed this with Liz Mister a
couple of times and she referred me to you_
t thought i sent you an email on June 12, but find nothing in my "sent' box
The situation is this: Our house was built in 1963. Our finished floor elevation is
0Z above the FIRM map 1% flood elevation.
The question is whether our desired addition must be built with FFE at least one
toot above flood elevation.
Spud fDev. Code 3.3-420 B. requires this elevation for new construction and
*v0stantiall. imprOvemerat within flood hazard areas.
My specific question: The arty has no definition of "substantial improvement"
Liz Miller, who I've discussed this with several times, said that FEMA regulations
and definitions were incorporated into Sptld's code by reference_ However, using
€EUKs definition of substantial improvement (a 50% increase in valuation)
would NOT rewire our addition to meet the 1'standard, and we could proceed
without having a 0.2'° step in the middle of our expanded bedroom and bathroom.
Where in the city's code or policy documents can I find the mandate for FFE to
be V above flood hazard for less than substantial improvement? Is there a
process for looking at these situations on a case-by-case basis? If there`s a tee

:7hanks For youremail, I had two questions on this, the date of construction and the eievation of
the existing structure above FIP.M base flood elevation you answered them froth 11963 and Z)
and it presented a question worthy of research in the FeMA regulations and our City code.
As we discussed today, my current code allows me to apply the 1 font above Of IF rule to all new
Construction (substantial improvement or otherwise) at SDC 33-420, pursuant to NFIP program
standards. That said, the NTIP standards are sdeM Cm pre -FIRM versos past -FIRM construction
of minor additions in my guidance documents (see both rade and NFIP sections below), This
information leads rue to believe that the pre-frra minor addition scenario is not omiered by the
INFIP because our fIRM haps were issued in 4377, and your house was built in 1963, id years
;previous. For this reason f believe you are exempt frum the NAP regs and I will allow the minor
addition.
i7hat being said, you must realize that flood risk eldsts in the mapped bond haxafd area and 33
an owner of a structure Constructed A feet above the calculated HFE you should consider
elevating all efectricat and mechanical equipment related to the new addition as high as
'reasonably possible above the mapped BFE and consider maintainirilt orgetting good
insurance.
Just my friendly advice, good luck cn the additionl I have copied planning and building staff for
future information in the building permit process!
