Project No. 13-256 Lane Forest Products (LFP) in Springfield is located at 82042nd Street (Tax Map 17-02-32-20, Tax Lots 1400, 1500, 1600). The 6.64 -acre site supports LFP's retail, material storage, and recycling operations. The site is bounded by Industrial Avenue to the north and N. 42nd Street to the east. Vehicle access to both adjacent streets is currently provided. In the recent roughly three years, the following improvements have been made: • Installation of dry utilities to serve the future sales office. • Reconfiguration ofthe site's internal circulation, which included openingthe newaccessdrive on Industrial Avenue just east of the existing access drive. • Ongoing paving improvements and betterorganized parking spaces. A preliminary site plan, conceptual floor plan, and architectural elevations detailing the proposed improvements has been provided with this application. Our goal is to determine planning requirements (if any) prior to applying fora building permit, and better understand the zoning requirements to construct a new permanent building including sales counter, restrooms, employee lunch room and other facilities ancillary to the existing functioning site, and removal of temporary facilities serving the same purposes. The following are specific questions for city staff: 1. Zoning: The site is zoned Heavy Industrial and is not adjacent to a residential zone. Based on this, please confirm the following code requirements: a. 5 -foot minimum from parking, driveways, and outdoor storage. b. 10 -foot front yard setback c. Parking, landscape coverage/setbacks, bicycle parking d. For calculation of bicycle parking, will "General retail" or "Industrial and wholesale" be more applicable from Table 4.6-3? e. Stormwater: The proposed project includes construction of a 1,560 square -foot office building, and approximately 6,000 square feet of new paving which will replace existing compacted gravel. The site is comprised of a combination of impervious and pervious surfaces. Redevelopment of the existing compacted gravel and paving areas are not expected to significantly change Stormwater runoff quantities. Please confirm that the existing private onsite infiltration area, plus the Stormwater treatment system for the entire subdivision will be adequate for treating the areas proposed for paving that are currently pervious. LFP plans to continue to direct runoff to the site's existing onsite stormwater management facilities. In addition, LFP intends to construct new pretreatment facilities as needed. Does the city anticipate requiring additional Stormwater treatment beyond the existing on-site and offsite systems currently in place? 3. Application Process: Based on the site's location (not adjacent to residential) and the relatively minor scope of changes, we believe the property could qualify for a Minimum Development Standards review. We consider the project as a "minor addition or expansion' consistent with the MDS purpose statement. This project will simply organize and beautify the current operations and make some long-standing temporary facilities permanent. Please confirm what (if any) planning applications are anticipated to be required for the construction of the new sales office project prior to applying for building permits. 4. Fire: The proposed building is one story, 1,560 square feet of Type VB construction, and Occupancy M. This new building is not proposed to be sprinklered. Are there any known existing deficiencies in public fire hydrant availability, fire access, and does the city anticipate any special accommodations for this use or construction type based on fire code? S. Traffic: The Central -Springfield Lane Forest Products yard has been offering retail operations at this location since 2021. This project is not expanding operations or providing new services, and will not increase capacity for adding new customers. The goal is to provide better, more permanent facilities for their employees, and more organized circulation and operations for customers. Due to the nature of these improvements, is the city open to measuring trip generation for transportation SDC purposes by the acre or by the employee since neither are expected to change with or without the project?
