Dear Ms. Carino,
Below is a narrative specifying sections of the Springfield Development Code that detail how
the proposed felling of six trees located at m S 72nd Street, Springfield, OR 97478 for the
proposed Dollar General development is compliant to the Tree Felling Permit Criteria as
specified in SDC 5.19-125, specifically sections A, C and E.
5.19-125 Criteria
A. Whether the conditions of the trees with respect to disease, hazardous or unsafe
conditions, danger of falling, proximity to existing structures or proposed construction,
or interference with utility services or pedestrian or vehicular traffic safety warrants the
proposed felling.
The existing trees on the subject parcel are in close proximity and in direct conflict
with the proposed construction. The existing trees further interfere with the
proposed utility services, dedicated parking lot area, and pedestrian/vehicular traffic
safety.
B. Whether the proposed felling is consistent with State standards, Metro Plan policies and
City Ordinances and provisions affecting the environmental quality of the area, including
but not limited to, the protection of nearby trees and windbreaks; wildlife; erosion, soil
retention and stability; volume of surface runoff and water quality of streams; scenic
quality; and geological sites.
The proposed tree felling is consistent with State standards, Metro Plan policies, City
Standards, and any provisions affecting the environmental quality of the area.

C. Whether it is necessary to remove trees in order to construct proposed improvements
as specified in an approved development plan, grading permits and construction
drawings.
The removal of the six trees is necessary to construct the proposed improvements to
the subject parcel. The projects development, grading, and construction plan are in
conflict with the current location of the trees proposed for removal. However, the
project will be planting nine new street trees on Main Street and S 72nd St and 31 on-
site trees per the approved landscape plan.
D. In the event that no Development Plan has been approved by the City, felling of trees
will be permitted on a limited basis consistent with the preservation of the site's future
development potential as prescribed in the Metro Plan and City development
regulations, and consistent with the following criteria.
The Springfield Dollar General Development Plan has been approved by the City and
will be executed by the applicant before permits are issued. The proposed felling of
six trees is a part of the proposed project. No other purpose to remove said trees is
requested at this time.
I. Wooded areas associated with natural drainageways and water areas shall be
retained to preserve riparian habitat and to minimize erosion; The project site
does not contain any wooded areas or riparian habitat. All on-site drainage will
be managed per the approved grading and stormwater management plan.
z. Wooded areas that will likely provide attractive on-site views to occupants of
future developments shall be retained; N/A
3. Wooded areas along ridge lines and hilltops shall be retained for their scenic and
wildlife value; N/A
4. Wooded areas along property lines shall be retained to serve as buffers from
adjacent properties; N/A On-site / perimeter landscaping and "X" number of trees
will be planted as part of the approved landscape plan
5. Trees shall be retained insufficiently large areas and dense stands so as to ensure
against windthrow; N/A
6. Large-scale clear -cuts of developable areas shall be avoided to retain the wooded
character of future building sites, and so preserve housing and design options for
future City residents. N/A

E. Whether the applicant's proposed replanting of new trees or vegetation is an adequate
substitute for the trees to be felled.
The approved landscape plan includes nine new street trees on Main Street and S
72nd St and 31 on-site trees. These trees, in addition to all other proposed plantings
have been approved to meet all landscaping requirements in addition to being
favorable mitigation for the six trees to be felled.
F. Whether slash left on the property poses significant fire hazard or liability to the City.
Any "slash" created during tree felling activities will be gathered up and
disposed/hauled offsite to avoid any significant fire hazard or liability to the City.
G. Whether the felling is consistent with the guidelines specified in the Field Guide to
Oregon Forestry Practices Rules published by the State of Oregon, Department of
Forestry, as they apply to the northwest Oregon region.
The proposed tree felling will be consistent with the guidelines specified in the Field
Guide to Oregon Forestry Practices Rules.
H. Whether transportation of equipment to and equipment and trees from the site can be
accomplished without a major disturbance to nearby residents.
The project will implement all required BMPs during tree felling and construction
activities, including the transportation of equipment and removal of tree debris from
the site.
