(1) Single Businesses. Each business
shall be permitted a maximum
number of three wall signs totaling
350 square feet for all faces.
(2) Free Standing, Roof and
Projecting Signs. In addition to wall
signs permitted above, one sign from
this group shall be permitted for
each approved development area.
The total area permitted for a free
standing sign, roofor projecting sign
shall be 100 square feet for one face
or 200 square feet for two or more
faces at a maximum of 20 feet above
grade.
(3) Second Story Businesses. Two
wall signs per business shall be
permitted with a maximum sign
display area of 175 square feet for
all faces.
(4) Logos are exempt from permit
requirements provided the logo is
the logo ofthe business residing on
the premises and provided the total
square footage of the permitted wall
signs and the logos do not exceed a
combined area of350 square feet for
single story businesses and 175
square feet for second story

3 Sign Footing: After excavation and forms are in place, but prior to concrete.
4 Sign Final: After all required inspections are conducted and approved and the sign installation is completed.

SITE PLAN REVIEW DEVELOPMENT AGREEMENT

WHEREAS, on the tC1aay of\tltrw,l4l , 1gg2, the City approved the Final Site plan
Application submitted by the Applicant for the purpose of allowing:
CITY JOURNAL NUMBER 92-07-152. Type ll Site Plan requesting approval for a medicalclinic. The property is located at the northwest intersection of Oand l gth Streets,(Assessor's Map 17-03-25-24; taxlot SZO2). The property is zoned Community
Commercial and is also designated for commercial use in the Metropolitan plan.
WHEREAS, in consideration for Site Plan approval, the issuance of a Building permit, andthe issuance of an Occupancy Permit, as specified in the Springfield Development CodeSection 31.090, Applicant agrees to comply with all of the standards in the SpringfieldDevelopment Code and the Springfield Municipal Code which may be applicable to thisdevelopment project unless modified or excepted by the Site plan Review Development
Agreement, Development Services Director, Planning Commission, Building Official or theiragents, or the Fire Marshall, which modifications or exceptions shall be reduced to writing.
WHEREAS, in consideration for Site Plan approval, the issuance of a Building permit, andthe issuance of an Occupancy Permit, as specified in the Springfield Development CodeSection 31.090, Applicant agrees to comply with the following specific conditionsimposed by the City as part of the Site plan approval:
1. The property owners of tax lots 5100 and 5202 shall sign a joint use parking
agreement which includes maintenance provisions for parking, landscaping and Lpkeep.
Prior to final occupancy, the agreement shall be notorized, reiorded, and a copy providedto the City.
2. The applicant shall coordinate with LTD the relocation of the bustop, park & ride , andassociated signs.
3. The applicant shall provide three (3) copies of the final site plan within 90 days of thedecision. The plan needs to show:
-the building height in compliance with cc district standards
-provisions for permanent irrigation/maintenance for all planted areas-disabled parking stails in compliance with ADA standards

THEREFORE IN CONSIDERATION OF THE FOREGOING RECITALS WHICH ARE
EXPHESSLY MADE A PART OF THIS AGREEMENT, CITY AND APPLICANT AGREE AS
FOLLOWS:
1. FINAL SITE PLAN. The Applicant has submitted a Final Site Plan in accordance withSection 31.080 of the Springfield Development Code.
2. STANDARDS. The applicant agrees to fulfill all applicable standards specified in theSpringfield Development Code and the specific standards listed in the RECITALS prior tothe occupancy, unless certain conditions have been deferred to a later date in accordancewith Section 31.110 of the Springfield Development Code.
3. CONDITIONS. The applicant agrees to fulfill all specific conditions of approval requiredby the City listed in the RECITALS prior to occupancy, unless certain conditions
have been deferred to a later date in accordance with section 31.110 of the springfieldDevelopment Code.
4' MODIFICATIONS. The Applicant agrees not to modify the approved Final Site plan
without first notifying the city. Modifications to the Final site plan shall be reviewed inaccordance with section 31 .100 of the springfield Development code.
5. MAINTAINING THE usE. The Applicant agrees to the following:
(a) The building and site shall be maintained in accordance with the provisions of theSpringfield Development code in order to continue the use.
(b) lt shall be the continuing obligation of the property owner to maintain the planting
required by Section 31.140 of the Springfield Development Code in an attractive mannerfree of weeds and other invading vegetation. ln addition, plantings in the vision clearancearea shall be trimmed to meet the 2 1/2foot height standard in accordance with Section32.07O of the Springfield Development Code.
(c) Parking lots shall be maintained by the property owner or tenant in a condition free oflitter or dust, and deteriorated pavement conditions shall be improved to maintainconformance with these standards.
(d) Undeveloped land within the development area shall be maintained free of trash andstored materials in a mowed and attractive manner. Undevetoped land shall not be usedfor parking.
6. ln addition to all other remedies which may be provided by law or equity (including butnot limited to penalties provided by applicable State Law or City Ordinances), epplicant
agrees the City may enforce Applicant's responsibilities by withholding Applicant,s Finaloccupancy Permit, and terminating any Temporary Occupancy permit which may havebeen granted.

7. Any Final Site Plan approves becomes null and void if construction does not commence
within two years of the date of the agreement.
