Vernon Road, Springfield, Oregon 97478 Thank you for considering this application for annexation to the City of Springfield. This small single family residential home was built in 1858 and has been continuously used as a residence since that time. We purchased this as a rental property in 2007 and have continued with the same tenant as was residing in the property at that time. This winter we have had problems with the septic system overflowing. We had it pumped twice within about 10 day period because the ground water was overwhelming the system. The tank is 500 gallons and Best Septic reports that the baffle is no longer in place. It appears to be the original tank. Due to the unmanageable situation, the tenant used a Buck toilet during the balance of the high water this winter. We hope to avoid these issues in the future. A. The affected territory proposed to be annexed is within the City's portions of the urban growth boundary and is contiguous to the city limits separated only by a public right of way. See Attached map. Exhibit A B. As a single residential family home in an area of developing residential homes, this proposed annexation is consistent with applicable policies in the metro plan and any applicable refinement plan or plan districts. C. The proposed annexation will result in a boundary in which the minimum level of key urban facilities and services as defined in the Metro Plan can be provided in an orderly and timely manner. In addition to subdivisions of newer homes in the near vicinity, this was verified at the DIM meeting as quoted " FlAWSAEETIF Property is only 5 min response time away from the nearest fire station and existing hydrant is sufficient. 4 Property owners can contact SUB Water and Electric Divisions when ready to connect " D.
