Moving forward with the design/construction of the West `D' St. traffic calming, striping, and Northbank Path Transition realignment projects from the STP -U Walking and Biking Safety Improvement Funding package. 2. Staff returning to Council to discuss work programs and funding opportunities to further study the separation of bicyclists from other modes on West `D' Street. 3. During the next Transportation System Plan update, including an amendment to add a study project to evaluate the elevated multi -use path concept connecting the Northbank Path to Island Park. ISSUE The Walking and Biking Safety Improvements Project helps implement the policies STATEMENT: and projects adopted by City Council in the Springfield 2035 Transportation System Plan, which prioritizes safety for all modes of transportation. ATTACHMENTS: 1: March 2017 Image DISCUSSION/FINANCIAL IMPACT: In 2017, City Council provided direction on where to use the STP -U Walking and Biking Safety Improvement grant funding to design and construct safer walking and biking infrastructure in Springfield. At the April 3rd, 2017 work session, staff presented the list of projects to Council, which included the West `D' Street and West `D' Street Path Transition projects (shown in Attachment 1) as well as other projects in Springfield. The West `D' Street scope of work included adding bicycle facility signing, striping, and/or additional traffic calming, and improving the transition from path to street where the Northbank Path ends. To accomplish the West `D' Street projects identified in the Walking and Biking Safety Improvement project, staff proposes installing multiple (the number will be established during the design process) speed cushions, a raised crosswalk, sharrows, a new paved bike transition to allow cyclists a safer way on and off West `D', and realignment where the Northbank Path and the West `D' Street sidewalk meet. Staff and Council have received feedback (see the project webpage https://sprin fg ield- or.og v/city/development-public-works/west-d-street-improvement-project/ for the public outreach summary) from the Bicycle and Pedestrian Advisory Committee as well as other community members about the need for the City to further evaluate other concepts to separate the bicyclists from vehicles and pedestrians. Evaluating future concepts is currently not funded or on staff's work programs.
