Box 65 Creswell, Oregon 97426 (Original letter dated October 8,1986) Subject: Fire damage at 1925 N.-16th Street, Springfield, Oregon Dear Mr. Olsen: At the request of the Springfield Fire and Life Safety Department, The Building Safety Division recently conducted an inspection of the fire damage at the above address. The inspection revealed damage which must be corrected in order forthe building to comply with applicabie City codes. The following items must be repaired or replaced: Structural Three ceiling joists between the front bedroom and the hallway have been damaged beyond repair and must be replaced. The gypsum board ceiling covering in the hall and bedroom requires replacement in localized areas. No smoke detector was observed in the dwelling. Smoke detectors are required to be installed and maintained, in areas which lead to rooms usedfor sleeping purposes, in all residential units which are leased or rented. Electrical Electrical wiring in the area of the fire has been subjected to temperatures beyond which its insulation rflas designed to withstand. The City Fire Department has determined that the electrical wiring was the cause of the fire. Because of this, and the possibility of remaining hazardous wiring condi- tions, an inspection was made of the accessible wiring. As a result of this inspection, we strongly recommend that the building be completely rewired in order to minimize the potential for future fires. The following defects in the wiring were found which contribute to this recommendation:A. Substandard wiring was observed throughout the building.B. The electrical service to the building is obsolete with deteriorated wiring and insufficient height at the service head and utility connec- tion. 1 2 3 4 225 North Sth Street Springfield, Oregon 97477 503/726'-3753 E^' -{ The service panel is hazardous due to the missing panel cover, unsealed knockout holes and is improperly grounded. In addition, its location above grounded equipment is not permitted due to the potential hazard for shock. The dryer outiet is improperly installed with unsecured wiring and an unprotected outlet device. Wiring in the attic is substandard with numerous defects. Permits will be required for for repair of the above items, or any additional modifications you may desire which involve changes or additions to the struc- tural, electrical, mechanical or piumbing systems. Required permits may be obtained from this office. Please note that installation and repair of electrical systems on property which is intended for lease, sale or rent must be done by an electrical contractor who is licensed by the state of Oregon.
