Final Site Plan Review Application Process
1. Applicant Submits a Final Site Plan Review Application to the Development Services
Department
The application must conform to the Final Site Plan Review Submittal Requirements
Checklist on page 4 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required :terns listed in the Final Site Plan Review Submittal
Requirements Checklist have been submitted.
Applications missing required items will not be accepted for submittal
2. City Staff Conduct Detailed Completeness Check
Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
An application is not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application & Issues Final Approval
• This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
• Decisions address all the applicable approval criteria and/or development standards.
• Applications may be approved, approved with conditions, or denied.
• The City mails the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
• The decision issued is the final decision of the City and may not be appealed.
4. City Drafts a Development Agreement
Applicant and City sign Development Agreement
Final Site Plan and Development Agreement become null and void if construction
has not begun within two years of signing the Development Agreement.
5. City Conducts Final Site inspection
City authorizes provision of public facilities and services and issues Certificate of
Occupancy

FINAL WRITTEN STATEMENT

This written statement was made to address the conditions of approval for Case: 811-21-000186-TYP2.
The tentative site review application was approved with conditions of approval on October 8th, 2021.
Each condition is followed by a short narrative of how each has been addressed on the Final Site Review
and associated documents.
All utility lines installed to serve the development site shall be placed underground in
accordance with SDC 4.3-125.
The applicant is aware that all utility lines will be placed underground in accordance with

Prior to approval of the final site plan, the applicant shall provide an operations and
maintenance plan to the City for review to ensure the long-term maintenance and operation
of the proposed raingarden and catch basin filters, consistent with maintenance criteria
required by EDSPM 3.03.1. The plan must designate maintenance responsibility for
operating and maintaining the system and should be distributed to all property owners and
tenants of the site.
An Operations and Maintenance Plan has been prepared and is included with this
submittal.
To ensure a fully functioning water quality system and meet objectives of Springfield's MS4
permit, the Springfield Development Code and the EDSPM, the proposed stormwater
planter shall be fully vegetated as shown in the provided landscaping plan with all
vegetation species established prior to approval of Final site inspection. Alternatively, if this
condition cannot be met, the applicant shall provide and maintain the erosion control
measures as required in the LDAP for this site until such time as the Swale vegetation
becomes fully established. This may include standard Best manage practices for temporary
erosion control such as bio bags, silt fence, catch basin filters and check dams.
The applicant is aware that the stormwater planter shall be fully vegetated prior to
approval of Final Site Inspection or appropriate interim BMP's will be installed to function
until correct time of year to install landscape plantings.
4. If any of the existing sidewalks or driveways are damaged currently or during construction
activities for this project, they will be replaced prior to final occupancy granted to the
buildings.

5. The applicant must provide a Knox brand padlock or a Click to Enter gate key at each vehicle
entry gate to provide emergency access.
