Applicant Submits a Land Division Plat Application for Pre -Submittal • The application must conform to the Land Division Plat Pre -Submittal Requirements Checklist on pages 4-6 of this application packet. • A pre -submittal meeting to discuss completeness is mandatory, and pre -submittal meetings are conducted every Tuesday and Friday, from 10:00 am - noon. • Planning Division staff strives to conduct pre -submittal meetings within five to seven working days of receiving an application. 2. Applicant and the City Conduct the Pre -Submittal Meeting • The applicant, owner, and design team are strongly encouraged to attend the pre - submittal meeting. • The meeting is held with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division and is scheduled for 30 to 60 minutes. • The Planner provides the applicant with a Pre -Submittal Checklist specifying the items required to make the application complete if it is not already complete, and the applicant has 180 days submit a complete application to the City. 3. Applicant Submits a Complete Land Division Plat Application • When the applicant has addressed all items on the Pre -Submittal Checklist and the City Surveying Section has notified the applicant's surveyor that the plat and other documents are sufficiently refined, the applicant can submit a complete application to the City Survey Section located in the NW Quad of City Hall. • The application must conform to the Land Division Plat Submittal Requirements Checklist on page 6 of this application packet. • If the submittal is deemed complete, the City Survey Section will sign -off on the City Survey approval sheet and send the applicant to the Development & Public Works Department for application submittal and fee collection. Planning staff checks and signs the mylars. 4. Applicant Records Plat at Lane County & Submits Plat and Documents to City • After Planning staff checks and signs the mylars, the plat may then be recorded by the applicant's surveyor at Lane County. • After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled paper copies of the plat and three (3) copies of required documents to the Development & Public Works Department prior to the issuance of building permits. Revised 10.14.13 kl 3 of 6 LAND DIVISION PLAT APPLICATION PROCESS Applicant submits land division plat application for pre -submittal (See Land Division Plat Pre -Submittal Requirements Checklist) City departments review application for completeness and hold pre -submittal meeting to discuss completeness issues with applicant and applicant's representatives. Applicant addresses incomplete items. City Surveyor checks application and returns comments to applicant's surveyor. Applicant's surveyor corrects plat City Surveyor conducts field check and and returns to City Surveyor. returns comments to applicant's surveyor Applicant's surveyor sets new monuments and flags existing ones. With this submittal we believe we meet all conditions of the decision. Tentative Partition Conditions of Approval There are 17 Conditions of Approval in the Tentative Partition decision. The Conditions are in italics. The applicant's responses are in plain text. Condition of Approval #1: To meet Lot 1's minimum street frontage of 45 feet in accordance with SDC 3.2-215, the applicant must obtain Minor Variance approval for the proposed 40 feet of street frontage. Applicant Response: The applicant received Minor Variance approval on November 17, 2021 (Case 811- 21-000229-TYP2). Therefore, this condition is satisfied. Conditions of Approval #2: Prior to Final Plat approval, the applicant must provide a copy of a recorded deed restriction for Lots 1 and 2 pursuant to SDC 5.12-120.F. 12 to meet MDR density requirements. Applicant Response: The applicant has generated a deed restriction for Lots 1 and 2. See attached Exhibit COA 2. Condition of Approval #3: The applicant must retain a private professional civil engineer to design the site improvements and all public improvements in conformance with City codes, this decision, and the current Engineering Design Standards and Procedures Manual (EDSPM) pursuant to SDC 5.17-125.8 and SDC 4.1-110.8. The private civil engineer also is required to provide construction inspection services. These requirements are included as a condition of approval. Applicant Response: The applicant has retained Branch Engineering to provide civil engineering services regarding the design of improvements in compliance with EDSPM and SDC 5.17-125.8 and SDC 4.1- 110.8. Branch Engineering will also provide construction inspection services. Condition of Approval #4: The applicant must place new utility lines underground and provide screening from utility vaultsltransformers/connections along the Deadmond Road street frontage. Screening must be in conformance with the standards in SDC 4.4-110.8.1- 3 and be shown on the Final Site Plan. Applicant Response: Acknowledged and agreed. The new utility lines will be placed underground, and the utility vault will be screened from Deadmond Ferry Road. The plan must designate maintenance responsibility for operating and maintaining the system and must be distributed to all property owners and tenants of the site pursuant to SDC 4.3-110.8. Applicant Response: The applicant has generated an operations and maintenance plan for the proposed system. Maintenance responsibility has been designated. A copy will be distributed to all property owners and tenants. Because the Notice of Operations and Maintenance Agreement includes a legal description, and a legal description for each of the two parcels being created by this partition will not exist until the partition is recorded with the County, a record of this plan (specifically the Notice of Operations and Maintenance Agreement) will be recorded with Lane County Deeds and Records upon approval and recordation of this partition. See attached Exhibit COA 5 for a copy of the Operations and Maintenance Plan Condition of Approval #6: The proposed infiltration rain garden system must be fully installed and fully functioning prior to Final Site Inspection approval. The system must be inspected and approved by the City prior to building occupancy issuance. Applicant Response: Acknowledged and agreed. The infiltration garden system will be installed and functioning prior to Final Site Inspection approval. Condition of Approval #7: The applicant must show the existing driveway being replaced with a multi- unit residential/commercial driveway section (8" thick concrete with reinforcement) according to City Standard Detail 3-24 and SDC 4.2-120 prior to Final Site Plan approval. Applicant Response: Acknowledge and agreed. See Site Plan. Condition of Approval #8: All fire apparatus access routes are to be paved all-weather surfaces able to support an 80, 000 -Ib. imposed load in accordance with the 2019 Springfield Fire Code (SFC) 503.2.3 and SFC Appendix D102. 1. The applicant must meet fire access road standards to obtain occupancy certificates pursuant to SDC 4.2-120. Applicant Response: Acknowledged and agreed. The private driveway will be paved to meet fire access road standards. See Site Plan. Condition of Approval #9: Prior to Final Site Plan approval, the applicant must include "NO PARKING - FIRE LANE" signage posted on both sides of the portion of the access drive which does not have parking on one side according to SFC D103.6. The location and detail of these signs must be shown on the plans to meet the requirements of SDC 4.2-120. Applicant Response: No Parking Fire Lane signage is show on the plans to meet the requirements of SDC 4.2-120. See Site Plan. Condition of Approval #10: Prior to Final Site Plan approval, the applicant must work with SUB for the design of their water access and to ensure that the water supply from nearby fire hydrants meets the standards required by the 2019 Springfield Fire Code in accordance with SDC 4.3-120. Condition of Approval #11: In accordance with SFC 912.4, immediate access to fire department connections must be maintained at all times and without obstruction by fences, trees, shrubs, walls or any other objects. All utility locations must be shown and coordinated on the Final Site Plan. Applicant Response: Acknowledged and agreed Condition of Approval 13: The applicant must provide proof and documentation of all Easements and Dedications before Final Site Plan approval and building permit issuance pursuant to SDC 4.3-140.A. Applicant Response: Drafts of the proposed easements are included in this submittal. See Exhibit COA 13. Condition of Approval 14: The applicant must obtain Minor Variance application approval prior to Final Site Plan approval because SDC 3.2-215 is not met with this proposal. Condition of Approval 15: Prior to Final Site Plan, the applicant must provide Wellhead Protection Signs and Notes from the SUB Drinking Water Protection division on both the Site Plan and Construction Notes in accordance with SDC 3.3-200. Wellhead Protection Signs can be purchased from SUB. Applicant Response: Springfield Wellhead Protection Area Signs and Construction Notes are noted on the Site Plan. Condition of Approval 16: Prior to Final Site Plan approval, the applicant must depict the three locations of Springfield Wellhead Protection Area signs to be posted at the trash enclosure and the two vegetated stormwater management facilities serving the development site in accordance with SDC 3.3-200. Applicant Response: The three required Springfield Wellhead Protection Area signs are noted on the Site Plan. Condition of Approval 17: The property owner or their designee shall be responsible for ongoing and perpetual maintenance of the private stormwater facilities on the site to ensure they function as designed and intended, and to ensure protection of groundwater resources. Annual maintenance records must be kept by the property owner or their designee and provided to the City for review upon reasonable request - normally within five business days.
