Bishop / DPW -ESD Staff Phone No: 541-726-3674 Estimated Time: 5 minutes SPRINGFIELD Council Goals: Mandate CITY COUNCIL ITEM TITLE: SPRINGFIELD REPRESENTATIVE TO THE METROPOLITAN WASTEWATER MANAGEMENT COMMISSION (MWMC) ACTION The City Council is requested to appoint Doug Keeler to the MWMC for the term REQUESTED: ending January 31, 2025. ISSUE The current term of Springfield's citizen representative, Doug Keeler, on the STATEMENT: MWMC ends on January 31, 2022. The Council is requested to reappoint Mr. Keeler to the MWMC to fill the upcoming 3 -year term. ATTACHMENTS: Attachment 1: The MWMC's Charge DISCUSSION/ The MWMC was formed under an intergovernmental agreement in 1977 by the FINANCIAL Governing Bodies of Springfield, Eugene, and Lane County, and provides regional IMPACT: wastewater treatment and conveyance services to the Eugene -Springfield Metropolitan area, including oversight for more than $400 million in regional wastewater assets. The MWMC's work is driven by 5 key outcomes including: • High Environmental Standards • Fiscal Management that is effective and efficient • A successful intergovernmental partnership • Maximum reliability and useful life of regional assets and infrastructure • Public awareness and understanding of MWMC, the regional wastewater system, and its objective for maintaining water quality and a sustainable environment. The MWMC's governance structure includes a seven -member Commission, with representation from each Governing Body and members serving 3 -year terms. As outlined in the MWMC's IGA, Eugene has three Commission members (one Councilor and two appointed citizens), Lane County has two Commission members (one County Commissioner and one appointed citizen) and Springfield has two Commission members (one Councilor and one appointed citizen). Springfield is currently represented by City Councilor Joe Pishioneri, and appointed citizen Doug Keeler. Mr. Keeler has represented Springfield on the Commission since 1997. At the Tuesday, January 18, 2022 regular Council meeting, the Council is requested to appoint Mr. Keeler as the Springfield citizen representative to the MWMC for the upcoming 3 -year term ending January 31, 2025. There is no financial impact associated with this item.
