DISCUSSION/
The City's Historic Commission, in conjunction with the City Attorney's Office, has

reviewed the Springfield Municipal Code sections which govern the Commission. It

AN ORDINANCE AMENDING SPRINGFIELD MUNICIPAL CODE SECTION 2.502,
MEMBERSHIP AND ADOPTING A SEVERABILITY CLAUSE
WHEREAS, the Historic Commission was established by the Springfield City Council, codified in
Springfield Municipal Code Sections 2.500-2.522 and serves at the will of the Council;
WHEREAS, Springfield Municipal Code, Section 2.502, provides that the membership of the Historic
Commission shall consist of seven members;
WHEREAS, in an effort to have consistency among the City's various boards, commissions and
committees, the number of members of the Historic Commission should be increased from seven to
nine;
NOW, THEREFORE, THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD ORDAINS AS FOLLOWS:
Section 1. Section 2.502 of the Springfield Municipal Code is hereby amended to read as
follows:
"The historic commission shall consist of nine members appointed by the mayor and
council. In making the appointments, the council shall solicit recommendations from the
Willamalane Park and Recreation District and Lane County School District #19
(Springfield schools). Members appointed to the historical commission shall be residents,
electors, or property owners within Springfield, appointees of other Springfield public
agencies, or specialists with expertise in the fields of architecture, history, architectural
history, planning or archaeology, who live within the metro -area general plan
boundaries. The development services director, or a duly authorized representative,
shall be an ex -officio member of the commission. The director of the Springfield
Museum shall also be an ex -officio member of the commission."
Section 2. Severability Clause. If any section, subsection, sentence, clause, phrase or
portion of this Ordinance is, for any reason, held invalid or unconstitutional by a court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereof.
ADOPTED by the Common Council of the City of Springfield this day of January, 2022,
by a vote of for and against.
APPROVED by the Mayor of the City of Springfield this day of January, 2022.
