SUMMARY OF CONDITIONS OF APPROVAL:
1. The applicant must retain a private professional civil engineer to design the site improvements and all public
improvements in conformance with City codes, this decision, and the current Engineering Design Standards and Procedures
Mama/ (EDSPM) pursuant to SDC 5.17-125.13 and SDC 4.1-110.13. The private civil engineer also is required to provide
construction inspection services. Response: A private dvil engineer has been retained.
2. The applicant must place new utility lines underground and provide screening from utility vaultsttransforners/connections
along the High Banks Road frontage. Prior to Final Plat approval, the applicant must identity where screening is needed and
what kind of screening will be used. Screening must conform to the standards in SDC 4.4-110.13. Response: All utilities
will be place underground and no screening is needed.
3. The applicant must construct the driveway in compliance of the standards listed in SDC 4.2-120.C, Tables 4.2-2 and 4.2-
4, for "Single -Family and Duplexes" Response: the plans call out for the driveway to be constructed per city
standards.
4. All fire apparatus access routes are to be paved all-weather surfaces able to support an 50,000-1b. imposed load in
accordance with the 2019 Springfield Fire Code (SFC) 503.2.3 and SFC Appendix D 102.1. The applicant must meet fire
access road standards to obtain occupancy certificates pursuant to SDC 4.2-120.
5. Prior to Final Plat approval, the applicant must include "NO PARKING -FIRE LANE" signage posted on both sides of the
portion of the access drive which does not have parking on either side according to SFC D103.6. The location and detail of
these signs must be shown on the plans to meet the requirements of SDC 4.2-120. Response: The no parking signs are
shown on the final site plan.
6. The onsite sewer laterals must be constructed with the shared access driveway because they will be located under the
driveway and must also meet the provisions of the Development & Municipal Codes, the EDSPM, Public Works Standard
Construction Specifications, and DEQ regulations.
7. The applicant must contact SUB Water Division's Backflow Prevention Specialist at (541)726-2396 to discuss the
backflow prevention and fire protection service requirements. Response: The owner will coordinate with SUB.
S. Prior to Final Plat approval, the applicant must work with SUB for the design of their water access and to ensure that the
water supply from nearby fire hydrants meets the standards required by the 2019 Springfield Fire Code in accordance with
SDC 4.3-120. Response: The site plan has been reviewed by the Fire Dept. and no additional fire hydrants are
required.
9. In accordance with SFC 912.4, immediate access to fire department connections must be maintained at all times and
without obstruction by fences, trees, shrubs, walls, or any other objects. Response: There are no Bre dept. connections.
10. In accordance with SDC 4.3-120, the developer must install all required utilities in the public ROW or an easement that
satisfies the utility provider. The developer must also coordinate their placement with other utility providers and site features
such as driveways, sidewalk, and curb ramps to minimize disruption or compromise required design features. All utility
locations must be shown and coordinated on the Final Partition Plans. Response: All utilities are shown on the Final Site
Plan.
11. The applicant must provide proof and documentation of all new recorded Easements and Dedications before Final Plat
approval and building permit issuance pursuant to SDC 4.3-140.A. Response: all new easements will be shown on the
Partition.
