Regarding: Minimum Development Standards (MDS) agreement of September 19, 1997 for the property
at l0l9 28th Street, Springfield, Oregon
Dear Mr. Smith and Mr. Whitlock:
On September 19,1997 a staffreport regarding your MDS application was mailed to you. On numerous
occasions after that, I talked to both of you regarding the City's development requirements. We agreed that
you had three months to implement the requirements addressed in the staffreport.
Now, four months later, after a site visit on l-15-98, I would like to address once again, those site
development requirements from that September l9th report.
I would like to commend your efforts to screen the street frontage on the north side of your property.
Some of the vegetation has died and must be replaced. However, there must be a site obscuring fence
around the entire area that is used for roofurg material storage. That would include the fence along the
southern property line, the fence along the central portion of your property near the office, and the fence
along the northem property line. AIso, I highly recommend that you add slats to the fence that parallels the
driveway since the vegetation does not provide enough screening in that area.
The September lgth report also stipulated that City Code required a 5 foot planter strip located along the
frontage of 28th Street. This would refer to the sffeet frontage in front of the office and south of the
driveway. There is no indication that you are preparing that planter strip.
In addition, the September lgth report also required that you pave your 3-space parking area in front of the
office. The parking spac€s must be stripped and wheel stops provided for each space.
The above requirements were to have been completed within three months of the September l9th report.
Please review the original September l9th agreement and comply with City Code within the next 30 to 60
days.
