NOTICE AND ORDER TO COMPTY WITH TI{E SPRINGFIETD BUITDING SAFETY CODES.
The structure located at the above address, more particularly described as
Lane County Assessor's Map & Tax Lot number, is for the reasons indicated
below an unsafe and substandard building as described in the Springfield
Housing Code (applicable code excerpts are attached). Lane County
Assessment and Taxation records indicate that you are the owner of this
property.
Section 203 of the Springfield Building Code Administrative Code describes
buildings and structures which are substandard or unsafe as those which
are structuralty inadequate, have inadequate egress, or which constitute a
potential fire hazard or are other-wise dangerous to human life.
Section 100I of the Springfield Housing Code specifies conditions
constituting a snbstandard building. The follr>wing items include but are
not limited to r:onditions existing at the structure, classifying it as a
substandard building.
Structural
1. Dogrs and/or windows are broken or unlocked alloling access to the
building interior and creating an attractive nuisance for children and
transients.
2. Deterioration is evident in the roof covering, creating a potential for
weather infiltration and damage to the interior.
3. Every dwelling unit and Buest roon shall be provided with heating
faeilities capable of naintaining a room temperature of 68 degrees F. at a

point 3 feet above the floor in all habitable roons.
4, Required steps are missing or defective at the rear of the building.
5. The roof structure at the rear of the buildi.ng is sagging. The rafters
are overspanned and are inadequate to support the required loads for the
roof/ceiling. The rafters sha1l be reinforced or the spans shalI be
reduced to provide adequte support.
6. Ceiling and wall materials which were darnaged by fire require replacement.
7, The waII structure and foundation in portions of the building are
inadequate to support the loads bearing on these members.
Electrical
8. The electrical service equipment and wiring has been subjected to
excessive heat which has rendered these items incapable of providing safe
electrical power to the building. AIl danaged electrical equipment and
wiring shall be replaced with approved materials.
Plunbing
9. The plumbing system shall be restored to proper operating condition. Atl
fi:<tures are removed or missing.
Section 202 of the Springfield Housing Code requires that structures
classified as substandard must either be repaired or demolished.
Therefore, this is your notiee that you must secure permits to either
rebuild the structure where it is deficient (Section 104 of the
Springfield Building Codes Administrative Code reguires that the repairs
must comply with the provisions of the Structural, Ph.unbing, Mechanical
and Electrical Specialty Codes), or to demolish it. If the building is to
be rebuilt, permits nust be purchased and work must coumence within 30
days from the date of service of this notice and order. If the building
is to be demolished, demolition work nust commence within 30 days,and nust
be conpleted within 60 days fron the date of this notice and order.
Conpletion means that the structure and property nust be inspected and
approved by the appropriate represenatives of the Building Safety
Division. The sewer must be capped at the property line or the septic
tank must be pumped and fil1ed by a Person holding a sewage disposal
service license as provided for in Chapter 3210, Divisiorr 7 of the Oregon
Adninistrative Rules. Permits to rebuild or demolish can be obtained at
the Springfield Planning and Development Department, in the City
Hall/Library Building at 5th and North A Street.
ff you do not take corrective action within the tine frame outlined above,
the City may seek compli.ance with the Building Safety Codes through legal

recourse which may include Municipal Court proceedin8's or the City may
proceed to eliminate the hazard and charge the costs thereof against the
property or its owners.
Any person having any record title or legal interest in the building may
appeal from this notice and order to the Building Board of Appeals,
provided that the appeal is made in writing and filed with the City
Building Official within thirty (30) days from the date of service of this
notice and order. Failure to appeal will constitute a waiver of all right
to an administrative hearing and determination in this matter.
