Your quick action to assist the University of Oregon helped resolve a dangerous set of circumstances and protect the campus community. We are incredibly grateful for your assistance and dedication. The details of the events that unfolded on November 4, 2021 are harrowing. University of Oregon Police Department called Springfield Police Department to request assistance with a building search, pursuant to report of an unauthorized subject on campus, inside the Knight Law Library. SPD quickly responded to the request and dispatched Officer Conner O'Leary, and his K-9 partner Kirby, to the U of O. Upon his arrival, Officer O'Leary learned that campus security determined (via a review of surveillance footage) that the subject inside the building was armed with a handgun and, at one point, positioned himself behind a counter while aiming the firearm toward an entry door. Officer O'Leary requested an additional SPD officer to respond for cover, as he would be searching with his K-9 partner, Kirby. SPD Officers Kate Crawford, Tanner Bazer, Dan Casarez, and Sergeant James Wilson responded to provide adequate cover and to enhance search ability. SPD Officers, accompanied by additional responding law enforcement agencies, located the intruder outside of the Law Library and took him into custody without incident. The subject was armed with a handgun when arrested. U of O Police learned that the subject had held several students against their will, at gunpoint, for a couple of hours, prior to being captured. This incident is an example of the outstanding partnership SPD has with neighboring law enforcement agencies. It's also an example of the dedication SPD officers have to the safety and security of our community. Your helpful and responsive attitude is typical and representative of the entire department. In the face of uncertainty, you answered the call for help, as you do each day for the Springfield community. We are grateful for your service that day and every day. Thank you. Sincerely, Sean VanGordon Mayor SPRINGFIELD jai 'AAWF. • . r OFFICE OF THE MAYOR AND CITY COUNCIL 225 FIFTH STREET SPRINGFIELD, OR 97477 OREGON 541.726.3700 FAX 541.726.2363 www.springfield-or.gov December 6, 2021 Dear Officer Dan Casarez, On behalf of the Springfield City Council and Springfield Leadership, I want to commend you for your exemplary service on November 4, 2021.
