ITEM TITLE: SHORT-TERM LEASE FOR EMERGENCY WARMING SHELTER
ACTION Authorize the Assistant City Manager to enter into a short-term lease with the
REQUESTED: Springfield Economic Development Agency (SEDA) for the SEDA-owned
property at 765 A Street, and to enter into a sub -lease with St. Vincent de Paul of
Lane County (SVdP) to facilitate use as an emergency warming shelter by St.
Vincent de Paul.
ISSUE St. Vincent de Paul has requested that the City allow use of the "Memorial
STATEMENT: Building" at 765 A Street for an emergency warming shelter for the next winter
season only. The SEDA Board approved a short-term lease to the City for use of
the property for a warming center at its meeting on October 25. The City will then
sublease to SVdP for an Egan Warming Center.

DISCUSSION/ The property at 765 A Street was purchased by SEDA from Willamalane Parks and
FINANCIAL Recreation District for redevelopment under the Downtown Urban Renewal Plan.
IMPACT: The site previously served as a temporary emergency shelter in 2019-2020 through
City intergovernmental agreement with Willamalane. According to City ordinance
(SMC 8.000-8.012), governmental buildings may serve as indoor temporary
emergency shelters. Temporary emergency warming shelters are not regulated by
the City's land use regulations but must comply with Fire Code and Building Code
requirements for the type of occupancy.
As currently contemplated, SEDA and the City would execute a lease agreement
with initial term of six months, with the option to extend for a maximum of one
year. The City may then sublease the building to St. Vincent de Paul for the
operation of an emergency warming shelter (Egan Warming Center). Operations,
maintenance, and security will be collectively managed between City staff and St.
Vincent de Paul. Utilities and minor maintenance costs would be paid by the City
with any other costs associated with operating the warming center to be paid by
SVdP. Due to the condition of the building, the either SEDA or the City would be
free to terminate the lease if extensive repairs become needed.
The SEDA Board authorized the City Manager to enter into a lease with the City on
behalf of SEDA at the October 25, 2021 regular meeting. The City Council is
asked to authorize the Assistant City Manager to enter into a lease agreement with
SEDA and a sublease to SVdP on behalf of the City. The lease terms will be
reviewed by independent legal counsel for SEDA and by the City Attorney's Office
on behalf the City.

St. Vincent de Paul Society of Lane County requests City of Springfield assistance in
procuring use of the Memorial Building (765 A Street) for Egan Warming Center this winter.
The Memorial Building was and is an ideal emergency winter shelter because of its size, layout
and location.
At this time we have one committed shelter site to serve Springfield—Episcopal Church of St.
John the Divine near Gateway, which is not technically within City boundaries—but its
capacity of 25 guests is insufficient in a normal year, let alone a winter predicted to be
particularly cold and wet. The Memorial Building has the capacity to meet a critical
community need.
We understand the Memorial Building is very likely another one-year solution to our ongoing
challenge of finding dedicated downtown space for an emergency shelter. Egan Warming
Center is about saving one life at a time, one dangerously cold night at a time. We thrilled
with the possibility of having the Memorial Building for one more year to help us fulfill that
mission in Springfield..
