REQUESTED: ISSUE There are two vacancies on the seven -member Historic Commission as a result of STATEMENT: term expirations and a resignation. The recruitment for these vacancies opened on September 20, 2021 and closed on November 5, 2021. The City received one application from Leslie McLees. ATTACHMENTS: Attachment 1 — Candidate Application Attachment 2 — Current Historic Commission Roster Attachment 3 — Interview Questions DISCUSSION/ The Historic Commission has had a vacancy for the past year and another vacancy FINANCIAL became available when Commissioner Bruce Berg resigned in June 2021. The City IMPACT: received a candidate application from Leslie McLees. Qualifications for membership on the Historic Commission include expertise in the fields of architecture, history, architectural history, planning, or archeology; residency within the Metro Plan boundaries; or as residents, electors, or property owners within Springfield. State and Federal funding of the City's historic preservation activities stipulate that a majority of the Commissioners have professional qualifications in a field related to historic preservation. Three current members, as well as the applicant, possess these qualifications. The Historic Commission has also invested in additional Commissioner trainings with the National Alliance of Preservation Commissions (NAPC) for early 2022. Council Operating Policies state in Section IX, Subsection 1.3, "Springfield's boards, commissions, committees, and task forces bring together citizen viewpoints which might not otherwise be heard. Persons of wide-ranging interests who want to participate in public service but not compete for public office may choose to be involved in advisory boards, commissions, committees and task forces instead. These bodies also serve as a training ground or stepping stone for qualified persons who are interested in seeking elected public office. They also help fulfill the goals of the City's adopted Citizen Involvement Program to have an informed and involved citizenry." What experiences/ training/ qualifications do you have for this particular board/ commission/ committee? I am a resident of the Washbume neighborhood, residing in a hisotric home, which first opened my eyes to the issues of articulating the hirsoty of the place. I also have extensive research and writing capacity through many years teaching and researching for my MA and PhD. I teach, I manage an undergradaute program, a network, I listen, I enjoy thinking throuhg problems and the various perpsectives of people in a place. 2. What specific contribution do you hope to make? Springfield is changing, societal expectations of how we understand history in places is changing. I want to be a part of the conversation of a community I have been around and seen change. I am too new to provide an extensive knowledge of this city's history (yet), but I am eager to learn it and to help make decision that bring together the priorities of the Historic Commission as well as otehr pressing issues (from social jsutice to cliamte change adaptation). Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not necessarily disqualify you from consideration.) I have children at the dual immesion program at Guy Lee Elementary and my family is active in using Willamalane services. I have taken several of my UO students to STEM and STEAM nights at the school and prepared presentations about mapping for classes. I also served on the parent board of my children's child care cetner for 5 yearsm the final two years as president. 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? As a Washbume homeowner, I certainly take an interst in my house (which is on the historic registery) and the neighborhood. I'm intersted in this idea of perserving the history to tell a story about a place. Things like the land acknowledgement and the rules governeing what we can do without houses are ways of representing and articulting the stories of our history. I am mainly intersted in learning more about the community for me and my kids and to have a voice in how Springfield is represented. 5. Most boards / commissions / committees meet monthly. Subcommittees may meet more frequently. Meetings generally last one and one-half hours. It is highly recommended you attend a meeting before submitting the application.
