ITEM TITLE:
LIBRARY ADVISORY BOARD APPLICANT INTERVIEWS
ACTION
REQUESTED:
Interview two applicants for the Library Advisory Board for two open positions and
decide on appointments.
ISSUE
STATEMENT:
The Library Advisory Board will have two vacant positions as of December 31,
2021 due to the early resignation of Board member Amy Lyons who moved out of
the area in February 2021 and the expiration of Board member Mary Beth Phelps'
term on December 31, 2021. There are two years remaining on the term vacated by
Ms. Lyons, and then a full four-year term open. Three applications were received
for the two openings. One applicant decided to withdraw their application due to a
new job commitment. Applications are attached.

DISCUSSION/ The Library Advisory Board is seeking members for two vacant seats. In February,
FINANCIAL 2021, Board member Amy Lyons sent an email announcing her resignation from
IMPACT: the Library Advisory Board. This opened a position on the Board for a term ending
December 31, 2023. Board Member Mary Beth Phelps's Board term will end on
December 31, 2021; this will open a full-term Board position that will end
December 31, 2025. Applications for the Library Advisory Board were opened in
October, 2021 and closed November 5, 2021. Three applications were received
during that time; two applicants are presenting themselves for interviews. They are
Robyn Louden and Barbara von Diether.
The Library Advisory Board asks that the Council interview the two applicants and
appoint one person to complete the two years left on Ms. Lyon's tenure ending
December 31, 2023, and one person to fill the four year term ending December 31,
2025.

1. What experiences / training / qualifications do you have for this particular board / commission / committee?
My working life has involved the written body of knowledge. As Assistant Dean, part of my job was to validate citations to
the literature in dissertations. As Consultant, my job was to help people write research reports and governing documents. As
Dean, I created a small library on a distance learning campus. I currently have an Internet business helping graduate
students write their dissertations, in part suggesting specific literature searches
2. What specific contribution do you hope to make?
As the nature of society changes, so must the library that serves it. Today's libraries have an increasingly diverse and
changing patronage. The library of the future will have many group study rooms, hundreds of digital connection points, and
other electronic applications that will allow students and patrons to share, connect, and better utilize library materials. Our
Springfield library has a challenging future as needs increase to provide sufficient electronic services and solve location,
staff, and space issues.
Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not
necessarily disqualify you from consideration.)
I have been deeply engaged in community service for 40 years. Efforts include activities for an affirmative action advisory
committee, a large 4-H program, Rotary, the Provo Canyon Advisory Committee, the Wasatch Economic Development
Committee that brought 2002 Olympic venues to the Heber Valley, a master planning committee for a new college campus,
and currently, the Jasper Meadows Homeowner's Association.
4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member?
I am currently in touch with graduate students around the world. Springfield is a cross section of ethnicities, cultures, needs,
and expectations. Though they come from many backgrounds and have different ethics and values, universally, they all
want the same thing: they want to be a meaningful part of a society. Alas, societies are changing globally, as is society in
Springfield. I wish to be part of efforts to evolve our library resources and services to meet the needs of our changing library
patronage.

and one-half hours. It is highly recommended you attend a meeting before submitting the application. Please read the news

and raised $11 million from private donors and the state Legislature, with support from the
college President and the community, to build a 57,000 sq. ft. building. Wrote numerous
proposals. Raised awareness of the new campus in two counties through concentrated public
relations and publicity. (College is now Utah Valley University, averaging 60,000 students per
semester.) Participated as a committee member for graduate student dissertation exercises.

1. What experiences / training / qualifications do you have for this particular board / commission / committee?
As a special education teacher, 1 use the library and its resources to support and supplement literacy teaching,
social/emotional learning, as well as life skills support (eg: navigating a new space, asking for support, signing up for a
library card). Libraries are a critical component of community -- not only do they provide reading material and literacy
support, they act like community centers supporting a wide variety of people and needs.
2. What specific contribution do you hope to make?
I hope to bring my many years of teaching k -12th grade special education, literacy, and language arts to the board. As a
special education case manager, I often support students and their families in accessing community resources and programs,
which is at the core of what libraries do as well.
3. Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not
necessarily disqualify you from consideration.)
I have limited experience in volunteering and participating in community groups and activities. However, as a case manager
and teacher, l often work with families in accessing community supports and library services.

Early education and literacy, houselessness, careersearch access, equity and multi-lingual services.
