The first one began in April and needed a septic alteration permit from Lane County. After much discussion, deliberation and months of time, Jay Mathison and I agree the best course was to build in the back half of the existing garage of the home. This would meet Sanitation requirements and satisfy our home occupation wish without installing a $25,000 advance septic treatment system. The review fee of $2,134.65 was collected with the I' application and is still held by your office. The site plan contains the survey elevations, PUE, and location of the room to be built in the back of the home's garage. The home value is approximately $400,000. The value of the build will be approximately $30,000 - $35,000. The proposed structure in the garage will be a hair salon. It will have 3 rooms - salon, toilet room, closet, approximately 310 square feet. Homeowners, Keith and Jenny Fisher are both hair stylists. They wish to work from home to more easily move between work and family responsibilities. The Fishers would have about 20 plus customers per week. The existing driveway / parking area is on the north east side of the house and is 27' wide, by 41' deep and is in front of the two -car garage. Customers would park in the house driveway, walk along the east side of the garage to the entrance on the back -east side. I have received from Lane County Sanitation (Jay Mathison) approval to add the Salon to the home septic system_ Included in the packet is the sanitation permit. We currently have building plans being drawn. When the flood plain elevation approval is given we will submit all to the building dept for the building permit. The previous plan I have shows the detached structure. The new Elevation Certificate needs to be completed by a surveyor for the box on the form "construction plans". Documentation of the project value versus the market value of the home needs to be submitted to document that it is not substantial improvement so the floor does not need to be elevated. I don't see the attachment of the septic permit? Regarding 2163 Hayden bridge, I have received from Lane County Sanitation a septic permit. Jay Matthison has authorized using the current septic system sense we are now wanting to locate the hair salon in the garage. You said 1 will need to update the flood plane certificate, this I will work on this week. I have attached photos of the septic permit. Going forward, you want copies of septic permit, flood plan certificate, any thing else2 I believe the other information is still correct. If I remember right these houses were built in the 60's and are not elevated a foot above the BFE. I spoke with the Floodplain Manager and because the house is attached we can go with less than "substantial improvement" of the structure where the finished floor doesn't need to be elevated 1 foot above BFE. Utilities still need to be flood resistant and/or elevated. We still need to go through the floodplain development review application and document less than substantial improvement and look at utilities including approval for the option by Lane County. We would still need to document the elevation with a certificate. The definition of substantial improvement is the following: (34) Substantial improvement. Any reconstruction, rehabilitation, addition, or other improvement of a structure, the cost of which equals or exceeds 50 percent of the market value of the structure before the "start of construction" of the improvement. This term includes structures which have incurred "substantial damage," regardless of the actual repair work performed. The term does not, however, include either: (a) Any project for improvement of a structure to correct existing violations of state or local health, sanitary, or safety code specifications which have been identified by the local code enforcement official and which are the minimum necessary to assure safe living conditions; or (b) Any alteration of a "historic structure," provided that the alteration will not preclude the structure's continued designation as a "historic structure." So we would need the applicant to submit documentation of the Market Value of the current home prior to construction and the cost of the improvements showing it is less than 50 percent. All the other standards apply such as the review and documenting the elevation (even though it would be less than a foot above), utilities. They have already paid the application fee and you can amend with the new proposal. It may be a good idea to speak with the sanitarian, building and maybe their insurance company. Also, did the applicant fill this attached Home Occupation Sheet out and return the Acknowledgement Section yet? These are the standards they would need to follow for a Home Occupation. We have come to an agreement with Lane County Sanitation 1'or a septic alteration which would meet their approval and thus we can move forward on your end as well. The one hold up is the only exceptable solution cost $20,000 to add a high end treatment tank. That is a big budget beaker for this couple. So we are looking at other options at this point. One is converting the existing garage into a Salon space. The floor would be at the same level as the house. So will we need a floor plain elevation permit for this. We do still need permission to locate a home occupation there, right? Can you tell me what we would need for this situation? On the county's end we would not be adding a bathroom, using the current one with alterations for accessibility. I will talk with them but I think that removes it from consideration on the septic concern. This need can be met if in the future the property could be connected to city sewer if needed. The question is - Is there any plan or discussion of the city bringing a sewer line closer to this property in the next 5 or more years and if so where may that be? I asked for George Ehlers (Lane County Sanitarian) initial take on the plan and he said the distance from building to drain field lines was required to be 10' and the plan shows only 5'. He also spoke of a required replacement field. I'm not sure if that will be required but the setback may mean the building needs to be relocated. At this point in the review we can either accept a revised drawing and location depending on the Lane County comments or approval of your submittal or issue a refund of 50 percent to the applicant if the application needs to be withdrawn. The floodplain approval is based on the location on the lot so we would need to know this will not change or require a new application and additional review if we have already written an approval on this location. If all the other standards are met within the Floodplain Overlay Section, such as utilities, the building requirement for floodplain is not difficult to meet as long as the elevation of the floor is shown at 1' above EFE.
