Final Site Plan Review Application Process
1. Applicant Submits a Final Site Plan Review Application to the Development Services
Department
The application must conform to the Fina/ Site Plan Review Submittal Requirements
Checklist on page 4 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Final Site Plan Review Submittal
Requirements Checklist have been submitted.
Applications missing required items will not be accepted for submittal
2. City Staff Conduct Detailed Completeness Check
• Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
• The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
• An application is not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
• Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application & Issues Final Approval
• This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
• Decisions address all the applicable approval criteria and/or development standards.
• Applications may be approved, approved with conditions, or denied.
• The City mails the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
• The decision issued is the final decision of the City and may not be appealed.
4. City Drafts a Development Agreement
Applicant and City sign Development Agreement
Final Site Plan and Development Agreement become null and void if construction
has not begun within two years of signing the Development Agreement.

Pierce Park Site Improvements

Applicant response to City of Springfield Staff Report and Findings
Willamalane's response to the Conditions of Approval as laid out in the staff report and finding is as
follows:
1. To meet SDC 4.7-103.A, the applicant must provide signage that instructs visitors on how to
access Pierce Park from 31" Street and the EWEB pathway as the primary entrance to the park
prior to Final Site Plan approval.
A wayfinding sign will be placed just west of the intersection of the EWEB path and 31't Street.
See sheet note #28, C2.01 and detail 5/C2.50.
1. Based upon the resident/property ownerof3065 Yolanda Avenue's concerns with theproposed
fencingand existing vegetative screening, the applicant stated they would be willing to plant
additional nativetrees and/or vegetation to provide increased screening in order to help block
visual, lighting, and noise impactsfrom the park to this specific neighborlocated north of the
eastern parcel. Additional planting in conformance with SDC 4.4-110 will be required as a
condition of approval.
Refer to landscape Plan L1.01 for proposed planting of trees and shrubs adjacent to property
at 3065 Yolanda Avenue.
3. In accordance with SDC 5.9-110.8.1, City staff recommends that it be required as a condition of
approval that "No Parking" signs be installed in the cul-de-sac bulb area at the eastern end of
Otto Street to ensure adequate emergency access and operations prior to Final Site Inspection
approval far both the park and residents with frontage on the cul-de-sac bulb area. This
requirement will also provide better visibility of the neighborhood park from Otto Street. Prior to
Final Site Plan approval, the applicant must work with the City's Transportation Engineer on the
appropriate installation locations and spacing in conformance with Section 5.06.5 of the EDSPM.
Two no parking signs will be installed at the eastern end of Otto Street. See sheet note #29,
C2.00, and detail 5/C2.50. W illamalane will consult with City's Transportation Engineer on
precise location during site construction.
4. In accordance with SDC 3.3-100, contractors/developers/owners must be responsible for the safe
handling and storage of chemicals, petroleum products, fertilizers, and the prevention of
groundwater and stormwater runoff contamination. Special requirements may be necessaryfor
groundwaterprotection at this development.
See notes regarding groundwater protection added to construction drawing sheet 00.00
(Cover). The site contractor will be held to all requirements for groundwater protection.
5. To ensure a fully functioning water quality system and meet objectives of Springfield's M54
permit the Springfield Development Code, and the EDSPM, the proposed stormwater
management area must be fully vegetated with all vegetation species established prior to
approvalof Final Site inspection. Alternatively, if this condition cannot be met, the applicant must
provideand maintain additional interim erosion control/water quality measures acceptable to
the Public Works Department that will suffice until the vegetation becomes fully established.
The existing storm water facility will remain vegetated through construction. New grassy
swales will be seeded prior to the end of construction. See sheets C4.00 and 1.1.00 for further
information.
6. Prior to Final Site Plan approval, the applicant must show some method for controlling public
entry to the park using the existing driveway ramp and limiting motor vehicle access. In
accordance with SDC 4.1-160. C, the applicant must bear the cost of access way improvements.
City staff recommend placing bollards or installing a gate at that location to control and limit
motor vehicle access.
There are existing bollards at that locations, but these will be replaced with a Ore department
approved Maxiforce bollard at the center of the driveway, and boulders on each edge within
the grassy areas. See Site Plan C2.00, sheet note #30.
7. Because the proposed metal picnic shelter is located more than the required 400feet from the
closest fire hydrant the Eugene -Springfield Fire Marshal's Office has determined that the
applicant must provide a Fire Code Modification application to modify the fire apparatus access
and water supply requirements for Pierce Park's picnic shelter. Prior to Final Site Plan approval,
the applicant must obtain Fire Code Modification approval and provide evidence to the City in
accordance with the Springfield Fire Code.
A Fire Modification Application has been submitted and approved by the Eugene -Springfield
Fire Marshal, dated 5'h October 2021.
8. Prior to Final Site Plan approval, the applicant must show a 7 -foot wide PUE along the property
line adjacent to the Otto Street ROW, which allows adequate maintenance access of electrical
andwater utilities in accordance with SDC 4.3-140.A.
See attached Public Utility Easement application. The Existing Conditions plan sheet C1.00 has
been updated to show the easement.
9. As part of the DWP Exemption approval, Drinking Wellhead Protection construction notes must
be included in the construction documents prior to Final Site Plan approval. A minimum number
of two "You are in Springfield's Drinking Water Protection Area" signs must be posted
permanentlyat the park at locations to be determined in consultation with SUB.
Two signs will be placed in the park as shown on sheet C2.00, sheet note k31.
