ITEM TITLE: CITY MANAGER WAGE RATIFICATION
ACTION Move to approve adjusting the salary of the City Manager by 5.53% effective July
REQUESTED: 1, 2021
ISSUE According to Ms. Newton's contract, City Council shall give consideration to a
STATEMENT: wase adiustment on an annual basis.

DISCUSSION/ Ms. Newton was hire on April 20, 2020 and this meeting represents the first
FINANCIAL consideration by Council for a wage adjustment to her initial employment contract.
IMPACT:
Attachment I reflects the most recent compensation survey of other City Managers
in similar sized Oregon cities and those agencies with which we compete for
employees. Although it's not required in her contract for the purposes of calculating
wage increases, the data gives a benchmark to measure Ms. Newton's wage in
comparison to other City Manager positions.
According to this salary survey, Ms. Newton's total compensation package is
5.53% below the average of comparable agencies after a geographic cost of labor
differential calculations applied. These factors help us compare the cost of labor in
other communities and regions to help adjust for location and relationship to larger
and smaller labor markets.
Considering the comparable market and the index information, a 5.53% adjustment
results in an overall increase of $10,645 annually, and places total compensation at
market average.
Recommended Action:
Staff recommends City Council review the attached information and ratify a wage
increase for the City Manager of 5.53% salary effective July 1, 2021.
