Mr. Norm Brock:
On January 31,2005, the City of Springfield Building Safety Section posted the
residential structure at the above referenced address for no occupancy. At the time of the
posting, the utilities (electrical & water) had been disconnected from the building. The
structure was occupied at the time of the posting.
Although no interior inspection of the structure has recently been performed by this
office, ih" brildirrg was posted specifically due to the lack of adequate utility
connections. If the utilities are reconnected to the structure by the Springfield Utility
Board, the residential structure can be reoccupied.

Section 203 of the Springfield Building Safety code Administrative code classifies structures which are
structurally inadequate or dangerous to human life as unsafe' Section 1001 of the Springfreld Housing
Code specifies conditions .ooltitotiog substandard buildings. The following conditions inclde but are not
limited to conditions existing at the structures identified ub-ort, classifying them as substandard and unsafe
buildings.
1. The property is not currently served with water service. The Housing Code requires that each
residince shall be provided with hot and cold running water.
Z. The property is not currently served with electrical service. The Housing Code requires that each
residinci shall be provided with heating facilities capable of maintaining a room terrperatur€ of
68 degrees F. at a ioint 3 feet above the floor in all habitable rooms. The Code further states that
where there is electrical power available within 300 feet of the premises of the building, such
building shall be connected to such electrical power.
3. Each dwelling shall be provided with a water closet, lavatory, and a bathtub or shower. Although
these fixtures are installed in the dwelling, the lack of water service produces inadequate and
rrnsanitory sewage and plumbing facilities.
4. Lack of adequate garbage and rubbish storage and removal. Because the improper storage and
disposition of waste creates a potentially serious public health huatd, dead organic matter and
debris must be stored in covered leak proof containers and be removed a minimum of once every
seven (7) days.
5. Recreational vehicles on the site shall not be occupied for residential purposes.
Section 204 (b) of the Adminisfiative Code provides procedures where the Building Official may require
vacation of the premises wheu cited deficiencies represent an immediate tazard to life, limb, property or
safety of the public or its occupants. Notice is hereby served that the property is being posted to be vacated

by 5:00 p.m. January 3 I , 2005 due to the potential hazards to the occupants resulting from the above cited
conditions. If you, oi yo* tenants do not vacate the premise within the time frame specifie4 the City will
seek compliance witnine Building Safety Codes through legal recourse, which may include Municipal
Court proceedings.
Once the property has been vacated, occupancy may not take place until the above mentioned unsafe and
substandard conditions are corrected and approved by this office.
Any person having any record, title or legal interest in the building may appeal from this Notice and Order
to ttri guitaing Board of Appeals, provided that he appeal is made in writing and filed with the Building
Official within thirty (30) days from the date of service of this Notice and Order. Failure to appeal will
constitute a waiver of all right to an administrative hearing and determination of this matter'
