Upon receipt of your most recent letter, I asked representatives of the City's Building Division to prepare a report on the status of this complaint. I will now relay this information on to you. Representatives of the Building Division learned of the complaints involving 499 N. 36th Street after I referred your first letter to them. The property ou,ner was contacted and given the choice of either repairing the structure or demolishing it. The owner initially indicated he would be repairing the building and submitted a description of the work he intended to do. In the meantime, the house was boarded up and made inaccessible. The property owner requested several time extensions to submit additional information and to secure the required permits. The extensions were granted. The Building Division rnade every effort to work with the property owner to resolve the situation. t,{hen it was determined that all reasonable time limits had expired, the property owner was told to demolish the building or the City would do the work and charge the costs to the owner. The property owner has now obtained a demolition permit. He has been informed that the structure must be removed and inspection approval obtained by January 15, 1988. You have rU assurances that the Building Division will be monitoring the owner's progress and, if the deadline for demolition is not met, the City will take the necessary steps to remove the building. In order toprotect her smaIl children, this young mother had to drown the pOSSUm. DO you have any idea the trauma this young woman has ) suffered over this situation? rn June, r terephoned chief Dupree to inquire if he was awarethat for several weeks a couple with an infant had been livingon the property at 499 N. 36th in a camp trailer withoutproper water or sanitation services. After living at the residence for onry twomonths, r have just received a notice of intent to vacate frommy renter. Because it is difficult to takeapplicants and the other steps necessary toproperty, I contacted a property managementenlist their assistance. Again, r am asking your assistance in making sure due processis carried out to bring this property up to a livable lnd safestandard. Please take the time to personally drive by thispiece of property and decide whether you would be willing toraise a family living across the street from it. Springfieldis a struggling cornmunity and these types of poor livingconditions create a lot of your cityrs problem. You willguarantee your town a longer lifespan if you insure that your government employees donrt drop the ball in cleaning up badliving conditions. You did not answer my March letter, and I request that after you have made an investigation into why this poor environmentstill exists 9 months after the complaint was launched, determine what is being done to change the situation, and have an accurate estimated date of completion that you communicatethis information to me and others living in the neighborhood. I discussed the situation again by telephone on Saturday, December 5, with LaNorna Wagoner (539 N. 36th) and shecontinues to feel that the City isn't interested in the people who live there because no progress has been made to clean upthe property. Irve struggled hard these past 9 years topersuade my neighbors that if they communicate with the publicofficials, they will be listened to, and proper actions willbe taken to resolve whatever problems the neighborhood isexperiencing. I think we have been very patient and haveplaced faith in your government officials that they would handle the situation according to established laws. It istime that your officials take proper actions to get thisproperty cleaned up ! Found several deficiencies (Housing Code) which needed correction,including dry rot deterioration, roofing, plumbing and electrical defects. Theowner was given the option to repair or demolish the structure, but was encourage9 to demolish. Orvner said that sentimental reasons dictated repair ofthe building. He was told that he must then submit plans to this office for the intended repairs. 5/28/87 A handwritten notice of deficiencies was delivered to owner at property with adescription of work required. 7 /7 /87 Owner submitted a description of work he intended to do (written descriptiononly). Don told owner that drawings are necessary to issue a permit torrequired reconstruction of the rear portion of the building. He was given aperyit application and told to either prepare the plans or have them pieparedand submit them with the information already provided. He was asked to silOmitit within two weeks. 7 /28/87 Don stopped by property. Building appeared to be secure, but no work had beenstarted. Don tried to contact owner by phone, but no answer. Tried calling owner again a few days later, but no ansu,er. Early September Don visited site -again. Noted a broken window, making building accessibleagain. Tried to call owner on several occasions, but no aniwer. Late September or Early 0ctober Don finally contacted owner informing them of the accessib'le condition of theproperty and asked about the status of the plans which were to be submitted forpermits. Owner said that they were considering changing their minds aboutrepairing the building. Don gave them one week to submit plans or be subject to abatement procedures. PAGE -1. Two weeks went bY +- Don discussed the matter with Dave who decided that an abatement letter should be sent. November Abatement letter was started but not completed. December Owner was contacted by phone and told to abate the building problems (demolish) or the City will and charge the costs to the owner. Owner obtained demolition permit to remove structure.
