ITEM TITLE: ACCEPTANCE OF PROJECT P31048 WOODLAND RIDGE PHASE 1 PUBLIC
IMPROVEMENT PROJECT.
ACTION Adopt or reject the following resolution:
REQUESTED: A RESOLUTION TO ACCEPT CITY PROJECT P31048 WOODLAND RIDGE
PHASE 1 PUBLIC IMPROVEMENT PROJECT (PIP).
ISSUE The work on this project has been completed by the Developer, Hayden Homes,
STATEMENT: LLC. The City Staff and the Developer's consulting engineers A & O Engineering
LLC have completed a final inspection, paperwork, and approval. The project is
now ready for formal City Council acceptance.

DISCUSSION/ The Woodland Ridge Phase 1 project consists of installing sanitary and storm
FINANCIAL drains, traffic devices, and pedestrian paths required for the new subdivision. The
IMPACT: Public Improvement Project (PIP) construction consists of the following items:
• Construction of of new sanitary sewers.
• Construction of of new storm drains and a regional stormwater treatment
pond for both phases of Woodland Ridge.
• Improvements to a segment of the 48th St. channel to improve drainage for
Woodland Ridge and the existing neighborhood along Forsythia St.
• Construction of local streets, street lights, setback sidewalks and pre
construction work for future extension of roads to the large development
area south of Woodland Ridge.
• Improvements to the former Weyerhauser Haul road from Daisy St. to S
57th St. to convert it to an accisible walking path with ADA compliant
crossing of S 49th Pl. and S 51St Pl. in cooperation with Willamalane.
All construction work was paid for by the Developer and constructed by Riverbend
Construction.
All work done under this permit project has been completed and inspected by the
City Engineer or his designee. This project has no final construction cost, as it was
privately engineered, built, and financed. There is no financial impact to the City
other than the typical future maintenance responsibilities for public infrastructure.

RESOLUTION NO.
ACCEPTANCE
WHEREAS, work on the improvement described below has been fully completed and has been
duly inspected by the City Engineer of the City of Springfield: P31048, Woodland Ridge Phase 1
Public Improvement Project;
WHEREAS, said work was found to be in conformance with the terms of the Public
Improvement Permit and plans submitted by the Engineer of Record and approved by the City
Engineer; and
WHEREAS, it is the recommendation of the City Engineer that this Public Improvement Project
be accepted and permanently included in the improvement maintenance program of the City of
Springfield.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF
SPRINGFIELD:
Section 1: The Common Council of the City of Springfield does hereby accept for
future maintenance the above-described project and accepts said improvement from the
Developer involved.
Section 2: This Resolution will take effect upon adoption by the Council and
approval by the Mayor.
ADOPTED by the Common Council of the City of Springfield this 4th Day of October
2021, by a vote of for and against.
