ITEM TITLE: DLCD GRANT APPLICATIONS FOR PFSP AMENDMENTS
ACTION Approve/Not Approve the following resolutions:
REQUESTED: A RESOLUTION IN SUPPORT OF A GRANT APPLICATION SEEKING
PLANNING ASSISTANCE FROM THE DEPARTMENT OF LAND
CONSERVATION AND DEVELOPMENT TO AMEND THE PUBLIC
FACILITIES AND SERVICES PLAN (PFSP), A REFINEMENT PLAN OF
THE EUGENE -SPRINGFIELD METROPOLITAN AREA GENERAL PLAN
(METRO PLAN).
A RESOLUTION IN SUPPORT OF A GRANT APPLICATION SEEKING
TECHNICAL ASSISTANCE FROM THE DEPARTMENT OF LAND
CONSERVATION AND DEVELOPMENT TO AMEND THE PUBLIC
FACILITIES AND SERVICES PLAN (PFSP), A REFINEMENT PLAN OF
THE EUGENE -SPRINGFIELD METROPOLITAN AREA GENERAL PLAN
(METRO PLAN).
ISSUE The Eugene -Springfield Metropolitan Area Public Facilities and Services Plan
STATEMENT: (PFSP) provides guidance for planned water, wastewater, stormwater, and electrical
facilities to serve planned land uses within the Metro Plan boundary. To ensure
proper planning and coordination for the provision of services, the PFSP must be
periodically updated to account changes over time.

DISCUSSION/ Even though both the Cities of Eugene and Springfield have amended the PFSP
FINANCIAL over the past decade, those amendments have not been incorporated into the PFSP
IMPACT: document dated 2011. The Springfield Utility Board and Rainbow Water District is
completing a Water Master Plan this fall which requires updates to the PFSP. The
Glenwood Stormwater Conceptual Design identified the need for an additional
outfall to the Willamette River to support anticipated development in the north
Riverfront area. This outfall needs to be added to the PFSP.
City staff does not have the capacity to manage a project to take on these updates.
As the PFSP is a regional document, LCOG is well positioned to take on the
coordination role. The Planning Assistance Grant (housing focused) offered by
DLCD would provide the financial support to pay Lane Council of Governments to
undertake this effort. The Technical Assistance Grant offered by DLCD would be a
second opportunity to apply for grant funds if LCOG is unsuccessful with the first
grant application. The Springfield Utility Board (SUB) and Rainbow Water
District have agreed to provide match to support this effort.

A RESOLUTION IN SUPPORT OF A GRANT APPLICATION SEEKING PLANNING ASSISTANCE
FROM THE DEPARTMENT OF LAND CONSERVATION AND DEVELOPMENT TO AMEND THE
PUBLIC FACILITIES AND SERVICES PLAN (PFSP), A REFINEMENT PLAN OF THE EUGENE -
SPRINGFIELD METROPOLITAN AREA GENERAL PLAN (METRO PLAN).
WHEREAS, the 2021 Oregon legislature appropriated funds to the Department of Land Conservation
(DLCD) for the purpose of providing planning assistance to local governments for housing -related
planning projects, referred to as "housing implementation plans";
WHEREAS, capacity -improving infrastructure planning qualifies as a "housing implementation plan";
WHEREAS, ORS 197.712 (2)(e) requires cities to "develop and adopt a public facilityplan for areas
within an urban growth boundary containing a population greater than 2,500 persons The public
facility plan shall include rough cost estimates for public projects needed to provide sewer, water and
transportation for the land uses contemplated in the comprehensive plan and land use regulations ";
WHEREAS, the City of Springfield currently relies on the Eugene -Springfield Metropolitan Area Public
Facilities and Services (PFSP) to provide guidance for planned water, wastewater, stormwater, and
electrical facilities to serve planned land uses within the Metro Plan boundary;
WHEREAS, the PFSP is a refinement plan of the Metro Plan that contains the project lists, maps,
estimated costs and timing for significant water, stormwater, sewer, and electric infrastructure. As
significant new infrastructure projects are identified, the PFSP must be amended to show these
projects;
WHEREAS, the City of Springfield completed a Glenwood Stormwater Conceptual Design that
identifies the need for an additional stormwater outfall to the Willamette River to handle the
stormwater from development in the Riverfront area north of Franklin Boulevard in Glenwood;
WHEREAS, the Springfield Utility Board and Rainbow Water District plan to adopt an updated Water
Master Plan this fall that identifies new projects needed to serve planned land uses within the urban
growth boundary;
WHEREAS, the PFSP maps and project lists must be updated to include the stormwater outfall, water
system projects and to provide the legal basis to rely on those projects to support planned
development, including 34 acres of Residential Mixed Use (Glenwood) and 14 acres of Commercial
Mixed Use (Glenwood) both of which allow high density residential development critical to meeting
Springfield's housing demand;
WHEREAS, the PFSP maps and project lists should also be updated to remove completed projects;
WHEREAS, the amendments to the PFSP need to be coordinated with Eugene and Lane County and
LCOG is well positioned to coordinate all the amendments needed and then maintain the document
over time as it does for the Metro Plan through an intergovernmental agreement with the Cities of
Eugene and Springfield and Lane County; and

WHEREAS, the City does not have sufficient staff resources to prepare and process the PFSP
amendments on our own and planning assistance from DLCD would provide the funding for Lane
Council of Governments (LCOG) to manage and complete this necessary project,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD:
Section 1: The City Council supports undertaking a Project to amend the PFSP and supports
LCOG's application to DLCD for Planning Assistance (Housing) to help fund this Project.
Section 2: The Development and Public Works Department staff will provide in-kind match
support for this project.
Section 3: This Resolution will take effect upon adoption by the Council.
ADOPTED by the Common Council of the City of Springfield this 7t" day of September, 2021, by
a vote of for and against.

grants to local communities through a competitive process to update comprehensive plans, local land
use ordinances, or other planning compliance projects;
WHEREAS, updating the PFSP is an eligible project for a DLCD technical assistance grant;
WHEREAS, the City of Springfield completed a Glenwood Stormwater Conceptual Design that
identifies the need for an additional stormwater outfall to the Willamette River to handle the
stormwater from development in the Riverfront area north of Franklin Boulevard in Glenwood;
WHEREAS, the Springfield Utility Board and Rainbow Water District plan to adopt an updated Water
Master Plan this fall that identifies new projects needed to serve planned land uses within the urban
growth boundary (UGB), including the areas recently added to the UGB to meet Springfield's projected
employment needs;
WHEREAS, the PFSP maps and project lists must be updated to include the stormwater outfall, water
system projects and to provide the legal basis to rely on those projects to support planned
development;
WHEREAS, the PFSP maps and project lists should also be updated to remove completed projects;
WHEREAS, the amendments to the PFSP need to be coordinated with Eugene and Lane County and
LCOG is well positioned to coordinate all the amendments needed and then maintain the document
over time as it does for the Metro Plan through an intergovernmental agreement with the Cities of
Eugene and Springfield and Lane County; and
