ITEM TITLE:
APPROPRIATION RESOLUTION (SPECIAL PURPOSE GRANT)
ACTION Adopt/not adopt the following resolution:
REQUESTED:
A RESOLUTION ADJUSTING RESOURCES AND REQUIREMENTS IN THE
SPECIAL REVENUE FUND FOR FY 21-22 TO ALLOW FOR EXPENDITURE OF A
SPECIAL PURPOSE GRANT
ISSUE In June 2021, the library applied for and was awarded a grant of $79,500 from the Oregon
STATEMENT: Community Foundation to fund the purchase of a branded library vehicle, marketing
services, Spanish language translation services, and related programming expenses. The
grantor requests that all grant funds be expended by December 31, 2021. To expedite the
procurement process, this budget adjustment is coming to the Council outside of the normal
supplemental budget process.
ATTACHMENTS:
The City Council may, by resolution, increase appropriations for the expenditure of a
specific purpose grant, per ORS 294.338(2).
The City Council is asked to approve the attached Appropriation Resolution.

DISCUSSION/ The overall financial impact of the Appropriation Resolution is to increase Library
FINANCIAL operating expenditures by $79,500 in the Special Revenue Fund and increase new revenue
IMPACT: by $79,500.

APPROPRIATION RESOLUTION
A RESOLUTION ADJUSTING RESOURCES AND REQUIREMENTS IN THE SPECIAL REVENUE
FUND FOR FY 21-22 TO ALLOW FOR EXPENDITURE OF A SPECIAL PURPOSE GRANT
WHEREAS, the Common Council has adopted the budget and made appropriations for Fiscal Year
2020-2021 through Resolution No. 2021-23 adopted June 21, 2021;
WHEREAS, the Common Council may, by resolution, make appropriations not subject to the
requirements of the Local Budget Law, if the appropriation is for the expenditure of a specific purpose
grant and the governing body authorizes the expenditure per ORS 294.338(2); and
WHEREAS, the Oregon Community Foundation has awarded $79,500.00 to the City of Springfield
Library's summer literacy program for the purpose of funding a branded library vehicle, marketing, staff
wages, Spanish translation services, and related programming expenses; and
WHEREAS, the Common Council desires to authorize the expenditure of the funds awarded by the
Oregon Community Foundation for the special purposes described herein,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD:
Section 1: The Fiscal Year 2021-2022 budget and appropriations, as adopted by Resolution
No. 2021-23 are hereby adjusted as provided in Exhibit A.
Section 2: This Resolution will take effect upon adoption by the Council.
