ITEM TITLE: MARKET STUDY FOR NON-UNION EMPLOYEES AND UPDATE TO
COMPENSATION PLAN
ACTION
Authorize City Manager to update the pay plan for Non -Union employees
REQUESTED:
according to the implementation scenario described below.
ISSUE
The City has adopted a compensation strategy that establishes pay plans that are

more representative of market forces. The City has completed a market study and is
ready to adjust pay plans based on the results.

DISCUSSION/
Implement pay plan adjustments as follows:
FINANCIAL
IMPACT:
1. Move non-union general service employees to a pay scale that matches
SEIU to help address issues with pay equity and compression.
2. Move non-union Police Lieutenants and Police Chief to a 7 -step pay scale.
3. Move all non-union employees to the step on the new scale that provides at
least a 3% increase.
