REQUESTED: ISSUE Staff has concluded negotiations with AFSCME for a three-year successor labor STATEMENT: contract spanning July 1, 2021 — July 30, 2024. The current contract with this bargaining unit expires on June 30, 2021. ATTACHMENTS: None at this time. Draft contract available in Human Resources. DISCUSSION/ The City and AFSCME Local 1148 reached a tentative contract settlement. The FINANCIAL membership is anticipating a ratification vote by June 29, 2018. The proposed IMPACT: contract includes changes to compensation and contract language. The new successor contract is consistent with Council guidance and the main provisions are summarized below: Wage and Cost of Living Adjustments: • Year One (FY 2022): 2.5% wage adjustment • Year Two (FY 2023): 2.5% wage adjustment • Year Three (FY 2024): 2.5% wage adjustment Other Compensation and related Adjustments: • Included bi-lingual pay in the contract, currently available under city policy • Changed special assignment pay from a percentage to a flat dollar amount • Updated lowest pay grades to a percentage of a higher grade for consistency and to help address seasonal recruitment and minimum wage Language Modifications: • Workers' Compensation language expanded for move to SAIF • Included homeless camp abatement in special assignments • Increased seasonal work cap from 520 hours to 693 hours
