ACTION Authorize City Manager to ratify collective bargaining agreement with IAFF, Local REQUESTED: 851. ISSUE Staff has concluded negotiations with IAFF for a three-year successor labor STATEMENT: contract spanning July 1, 2021 — July 30, 2024. The current contract expired on June 30, 2021. ATTACHMENTS: None at this time. Draft contract available in Human Resources. DISCUSSION/ The City and IAFF Local 851 reached a tentative contract settlement. The FINANCIAL membership is anticipating a ratification vote later this month. The proposed IMPACT: contract includes changes to compensation and contract language. The new successor contract is within Council guidance and is supported by market data. The expected cost increase of this contract is $2,652,000 over a three year period. The main provisions are summarized below: Wage and Cost of Living Adjustments effective on 7/1 of the next 3 years: • Firefighters and Engineers (2.25%, 2.25%, and 2.25%) • 40 -Hour Positions (3%, 3%, and 3%) • Captains (3.5%, 3.5%, and 3.5%) Other Compensation and related Adjustments: • An added Kelly day beginning January 1, 2022 and then two additional Kelly days for a total of 10 effective January 1, 2024. • One PTO/floating holiday for 40 -hour employees starting March 1, 2022 and then two additional PTO/floating holiday's for a total of three effective March 1, 2024 • Workers' Compensation language expanded for move to SAIF • Annual NFPA physicals starting in 2022 • Additional set of helmet components and hoods to support proper decontamination.
