ISSUE The current agreement with Washington State Department of Corrections, STATEMENT: Correctional Industries ends June 30, 2021. Springfield Police Department, Springfield Municipal Jail agreement proposes an extension through June 30, 2022. ATTACHMENTS: ATT 1 — C2091 Amendment 2 DISCUSSION/ The Washington State Department of Corrections, Correctional Industries provides FINANCIAL Springfield Municipal Jail with premade meals that are served to inmates. IMPACT: The proposed amendment extends the agreement's term through June 30, 2022. The proposed amendment includes a cost increase of approximately 20% to align City of Springfield costs with all non -Washington State Department of Corrections (WADOC) customers. The increased costs are partially due to supplier cost increases in food, materials, and transportation related to COVID-19. Additional cost increases are due to WADOC's direction to charge all non-WADOC customers the same rate. The City of Springfield had previously paid less than non-WADOC customers. Police and Jail Levy funds support the agreement, which averaged $130,000 per year pre-COVID-19 and is projecting approximately $97,000 for fiscal year 2020- 21. The total cost of inmate meals varies based on Springfield Municipal Jail's inmate population and average daily population has been limited due to COVID-19 related precautions. Correctional facilities will likely be one of the last industries to loosen COVID-19 related restrictions, therefore Springfield Municipal Jail daily population will remain lower than average for the beginning of the fiscal year. The proposed fiscal year 2021-22 budget for inmate meal expense of $150,000 will support the 20% cost increase for inmate meals. Springfield Police requests Council give the City Manager the approval to sign the Washington State Department of Corrections, Correctional Industries IGA amendment for continued inmate meal services. THIRD AMENDMENT TO CITY OF SPRINGFIELD INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF SPRINGFIELD AND Washington State Department of Corrections, Correctional Industries Contract #2091 July 1, 2021 Parties: The City of Springfield 225 Fifth Street Springfield, OR 97477 AND "City" Washington State Department of Corrections, Correctional Industries "Agency" PO Box 41114 Olympia, WA 98504 The parties hereby agree that the Intergovernmental Agreement between Parties dated July 1, 2018, the First Amendment dated July 1, 2019, and Second Amendment dated July 1, 2020, between the City of Springfield (City) and Washington State Department of Corrections, Correctional Industries (Agency) included herein as Attachment 1, is hereby amended for the third time as follows: AGREEMENT 1. Services to be Provided. Agency agrees to provide services to the City of Springfield as described in Exhibit A. 2. Contract Duration. This agreement shall be in effect through June 30, 2022. This agreement may be extended under the same terms and conditions for up to one (1) additional one-year period, upon mutual agreement of the parties. In the event service continues to be provided to City after the initial term or an extension period expires, this agreement shall continue on a month-to-month basis under the same terms and conditions unless terminated by either party upon thirty (30) days advance written notice. The 2020-21 cost increase is just under 1%, which adheres to the maximum increase requirements of 75% of Pacific Area CPI for food (2019-20 Pacific Area CPI for food increased by 2.3%). Except as amended herein, all other terms and conditions of the Intergovernmental Agreement between Parties dated July 1, 2018 and the First Amendment dated July 1, 2019 will remain in full force and effect. Thu food provided for the SpiingField Jail to order will be based on a 4 week jail menu developed by the AGENCY. Meals are produced With the Idea of providing the best nutritional value, All meals provided to the Springfield Jail are in accordanco with the nutrltionsl standards sot forth by the American Correctional Assooiatlon (herein referred to as ACA) for jail nutrition and provide s diet of 2500+ calories per daylper inmate, The 4 week menu is reviewed yearly and any changes done to the menu ure vetted through a dietician to make sure that the nutritional values are as close as possible to the previous meals andmwt ACA reconunendW targets, AGBNCY can also provide meals to meet special diets. AGENCY can provide weals to meet Kosher & Halal diets, vegetarian, vegan, and u,on-gluten diet,9. It is recommended that SpringfrBid Jail contact AGENCY for direction 1n ordering and supplying these meals. Order Process AGENCY will provide the CITY with the latest four week Jail Menu as the basis, AGENCY will also provide monthly order guides for the Springfield Jail to place their requests for food, The Springfield Jail must fill out these order guides and submit than to AGBNCY by either email, phone, or fax. These orders will be send to the A(IHNCY's Food (croup (Aistomor Service Center, AOBNCY recognizes that the Springfield Jail normplly orders and expects delivery on a weeldy basis, Orders must be placed seven (7) business days before the expected delivery date to insuro expected delivery times nre met.
